Master List Summary The Solid Waste Facility Master List provides basic information on landfills/dumping grounds, handling/transfer facilities, and combustion facilities. These solid waste operations in Massachusetts require site assignment and permitting by MassDEP's Bureau of Waste Prevention under 310 CMR 16.000 & 19.000. For each operation, the Master List provides operational status, location, operation type, capacity, and contacts from MassDEP's Facility Master File database. The information in the database at any given time across a range of fields does not necessarily represent the most up-to-date information available to MassDEP. Moreover, the Master List does not include sites exclusively regulated by other MassDEP Bureaus, or other State, Federal or local agencies. 2. Master List Column Heading Definitions Acres Area of Landfill/Dumping Ground Footprint in Acres to two decimal places. ActiveYr Year the operation began accepting solid waste excluding Dumping Ground. ClassGrp Classification Group stands for the three broad categories of solid waste operations that require site assignment and permitting: Land Disposal - An operation established in accordance with a valid site assignment for the disposal of solid waste into or on land (Landfill), or a location for disposal of solid waste from one or more sources which is not established or maintained pursuant to a valid site assignment or permit (Dumping Ground). Handling/Tranfer - A permitted operation for receiving solid waste and consolidating it for shipment to facilities, or to recycle, compost, or otherwise process solid waste materials. Combustion - A permitted burner or incinerator for solid waste with or without energy recovery. ClassLast Current or most recent closed Classification; basic characterization of the operation. ClassLastDesc Description of the Last Classification. CloseYr Year the Landfill/Dumping Ground completed closure, or Year the Combustion or Handling/Transfer facility permit was relinquished or expired. CntCityStateZip Contacts mailing City, State, Zip. CntOrgName Name of the Organization that reports to MassDEP and/or an alternative Contact for Responsible Organization (see below). CntOrgType Contact Organization Type: Federal - Federal government. District - District composed of two or more government organizations. Municipal - Municipal government, county, or group of municipal governments. Private - Private firm or other non-government organization. State - State government. CntPerson_Title Contact Persons name and Title. CntPhnWhole Contact phone including extension. CntStreet Contact mailing street address. County County that the operation is located in. InactYr Year the Landfill ceased, or expects to cease, disposing of solid waste; Year the Dumping Ground ceased disposing waste or was discovered. LD_ClosureStatus Land Disposal only, condition of final remediation: Landfill (Capped, Excavated, or Incomplete). Dumping Ground (Complete or Incomplete). LD_WasteCat Land Disposal only, Category of Waste disposed: MSW - Municipal Solid Waste. C&D WASTE - Construction & Demolition Waste. WOODWASTE - Trees, brush, sawdust, chips, bark and shavings, excluding milled lumber. ASH - Residual from combustion, includes MSW, oil, coal, & wood ash. SLUDGE - Residual from treatment of gasses or fluids, includes industrial & water treatment sludges. TIRES - Whole, cut, shredded, or chipped car or truck tires. LF_Liner Landfills only, barrier between the solid waste fill and the underlying soil: Lined - some or all of the landfill is lined. Not Lined - no part of the landfill is lined. unknown - presence of a liner at the landfill is not known. Muni Municipality that the operation is located in. OldID Alpha-numeric Identification code for each solid waste site from the legacy database. OldID_Num Numeric-only portion of the legacy database Identification code. OpenDays Days per year the operation accepted waste from the most recent annual operations report. Region MassDEP Region that the operation is located in. WE - Western (Springfield). CE - Central (Worcester). NE - Northeast (Wilmington). SE - Southeast (Lakeville). RO_ACCT Regulated Object Account Number is the Facility Master File database identification number for each solid waste operation. RspCityStateZip Responsible Party mailing City, State, Zip. RspOrgName Organization that pays any annual compliance fee and/or the permittee. RspOrgType Responsible Party Organization Type: Federal - Federal government. District - District composed of two or more government organizations. Municipal - Municipal government, county, or group of municipal governments. Private - Private firm or other non-government organization. State - State government. RspPhn Responsible Party telephone including extension. RspStreet1 Responsible Party mailing street address line 1. RspStreet2 Responsible Party mailing street address line 2. SiteCityStateZip Operation physical location city, state, zip; not for mailing purposes. SiteLocNote Note on the physical location of the site (ex. At DPW yard). SiteName Name of the solid waste operation. SitePhn Site telephone. SiteStreet Operation street address for locational, not mailing, purposes. A listing with more than one street separated by a slash / may indicate surrounding roads, or the major road that leads to small road. Two streets, with one in parenthesis, means that there are two names for the same street, usually a name and route number, or when a street name has changed (also see SiteLocNote above). Status Current Operational Status: Active - Currently permitted to operate. Inactive - Landfill/Dumping Ground not operating but has not completed closure (see LD_ClosureStatus above). Closed - Not operating, unlikely to operate in the future; Landfill/Dumping Ground closure complete (see LD_ClosureStatus above), Combustion and Handling/Transfer facility permit was relinquished or expired. Tons1995... to present Tons of waste accepted for a given calendar year. TPY_Max Maximum permitted Tons Per Day (TPD) of waste that solid waste a operation may accept. 3. Notes Update Frequency The Excel workbook and Text file containing the Solid Waste Facility Master List is updated Quarterly.
