Effective February 14, 2008, no printed copy is required to be submitted to the MassDEP regional office when MCP submittals and the applicable documentation are submitted electronically.

Electronic Submittal of Remedial Monitoring Report
The Remedial Monitoring Report (RMR), the transmittal form submitted with the RMR, BWSC105 (IRA), BWSC106 (RAM), BWSC108 (CRA), and BWSC119 (URAM) and the supporting documentation must be submitted electronically. The Transition Period where RMRs could be submitted either electronically or on paper ended 9/1/07. RMRs submitted on paper will now be returned to the submitter.

BWSC eDEP Email Box
MassDEP has created an email box for BWSC eDEP questions, and/or questions on Transmittal Forms, Permits and the associated attachments. You may also use the BWSC eDEP email box to notify MassDEP of database corrections to Transmittal Form data that is not editable in eDEP. The email box address is: BWSC.eDEP@state.ma.us

BWSC eDEP Form Submittals
With , you have the option of completing your BWSC form submittals to MassDEP either on paper through traditional methods or online electronically using an Internet browser. MassDEP is accepting the following Waste Site Cleanup submittals online:

*BWSC103 Release Notification & Release Retraction Form. Currently it is not possible to use eDEP for the initial filing of a BWSC103 for a 120-Day notification condition. This submittal must be made in manually, i.e., either via the mail or by the hand delivery of an original paper BWSC103 form to the appropriate DEP regional office (current practice). Once MassDEP has assigned the RTN to the release, eDEP can be used for all future MCP submittals. NOTE: this procedure does not impact the eDEP submittal of BWSC103 for a 2-hour or 72-hour reporting condition that has been assigned an RTN by MassDEP.
**BWSC107A Numerical Ranking System (NRS) Scoresheet will be accepted by MassDEP as meeting the requirements for completion of the NRS Scoresheet, (310 CMR 40.1510).
***BWSC114 Activity and Use Limitation (AUL) Opinion Form has been renumbered as BWSC113A and combined into one document with BWSC113 Activity and Use Limitation (AUL) Transmittal Form. However, the filing procedures of BWSC113A remain the same as the old BWSC114.
Advantages of Online Submissions
- Many data fields on the forms will fill themselves in or pre-populate based on prior submittals.
- Data will be confirmed faster as submittals are validated online avoiding lost time for corrections.
- Verified administrative review will ensure that the Transmittal Form is administratively complete for the purpose of considering the submittal received as of a certain date.
- LSPs and persons responsible for certifying submittals will be able to fill out and sign BWSC transmittal forms almost worldwide through standard Internet access.
Transmittal Form Attachments
MassDEP encourages the electronic submittal of Transmittal Form attachments (e.g., Phase reports). Most standard file extensions will be compatible with eDEP including: doc; txt; pdf; xls; and gif. While it is the agency's goal to move aggressively toward a completely electronic submission (and retrieval) system, the limitation below will exist in the near term
- the current maximum size allowed per attachment is 20 mb; and
Note that electronic submittals and their electronic attachments have the same 7-day grace period as other submittals.
