Tips from the SR Help Desk

The file below contains guidance, tips, and warnings on questions/problems that have come from the Help Desk or common errors made by filers. Topics included are how to handle unusual cases such as temporary units, portable units, emissions from large storage tanks, ovens, and many others. Also included is the list of insignificant non-reportable uses. We recommend all filers browse the list of topics and questions as there have been additions for 2011.

What's New for 2011

We have identified below the updates and changes to the Source Registration forms that are likely to be important to filers in 2011.

  • NEW: drop menu for fuels on AP1 -- Q B.1.b, "Type of fuel" now has a drop menu for the less common fuels.  This drop menu replaces a free-form text box for describing "other" fuel types.  The new drop menu help standardize data entry with USEPA fuel codes and will be somewhat more convenient because most "other" fuel types will prefill based on the Source Classification Code (SCC).  If you have any problems with the drop menu, please contact Mark Wert at air.quality@state.ma.us or 617-292-5598.

  • Form load performance improved: MassDEP has put substantial effort toward ensuring that the long form load times experienced by users during the peak filing season last year will not be repeated in 2011. We believe that the problem has largely been solved, and so far this year that appears to be true. If you experience repeated load times greater than 2 min, please contact air.quality@state.ma.us.

  • Updates to SCC, NAICS, and Control Devices: U.S. EPA from time to time issues updates to lists of codes used in collecting emissions inventories. This means that some codes or device types will become invalid and we can no longer accept them in Source Registration.

    When we update the lookup tables in eDEP we make every effort to change over the old codes for new allowed codes so that filers will generally not even notice that there has been a change. However, in some cases these changes will mean that you must select alternate SCC, NAICS, or Control Device types before you can validate your forms.

    Changes in SCC and emission factors may also require that you report throughput in different units (or select a different SCC). Note that the eDEP SCC table has been substantially expanded to include more valid EPA codes. You can find these in the updated SCC list posted on the Source Registration web page.

  • New Field - EPA Unit Type Code: This is a new field we need to pass on to U.S. EPA that categorizes each emission unit by a list of codes. It is located in Question 9 on the AP1 form. This field is only added to the AP1 at this time. We have prefilled the vast majority of units with the correct code, so most users will only have to glance at the field to verify it is correct. Training

Online training is no longer available. However, we are able to provide the same training via CD. Please e-mail air.quality@state.ma.us if you are interested in obtaining the training video files.  The training covers key knowledge users must have to complete the forms successfully, with an emphasis on common questions and problems with lessons learned from previous year's filings.

Presentations & Notes: These files are the slides from training seminars given by MassDEP in previous years. They are similar to those used in the online training, but do not contain most of the presented material. For a review of the presentation, see the online training above.
