Opening Remarks Introductory presentation from Ed Kunce and Gary Moran. Title 5 FAQs Discussion of questions often posed to MassDEP regional staff regarding Title 5. This handout can also serve as a quick reference for boards of health. Enforcement Strategies for Failed Title 5 Systems How local boards of health may approach enforcement of Title 5 for the upgrade of failed systems. Prioritization of those systems posing the greatest threat to public health, in addition to standardization of procedures and compliance schedules. Opening Remarks - MassDEP Updates at the 2009 MHOA Regional Seminars This presentation by Gary Moran, Deputy Commissioner for Operations at MassDEP and Ed Kunce, Director of Environmental Response and Technical Support, provide a range of updates on Commissioner Laurie Burt's priorities, Solid Waste Master Plan, an overview of the field Assessment and Response Team (FAST), Indoor Air Quality/Vapor Intrusion, and energy related programs. Considerations in a Drinking Water Emergency Using recent incidents as examples, this presentation focuses on the roles played by MassDEP and Boards of Health in an emergency situation affecting municipal water supplies. The presentation includes issues related to incident response, notification to the public, and returning to normal operations after the incident. Part of the presentation features an overview of issues faced by the Board of Health involved in a recent multi-day event. On the Horizon - MassDEP Updates at the 2007 MHOA Regional Seminars This presentation by Ed Kunce, the Deputy Commissioner for Operations at MassDEP, provides a range of updates on MassDEP's Budget, priorities of Governor Patrick's Administration affecting MassDEP, and more detailed summarizes of several environmental topics of interest. More specifically, these topics of interest are: Outdoor Wood-Fired Boilers (OWBs); the School Bus Diesel Retrofit Program; Asbestos-In-Soil (AIS), Emerging Contaminants, and the new Mercury Law (Chapter 190, Acts of 2006). Avian Flu and Other Carcass Management Planning A review of Massachusetts' proposed approach and planning for managing bird carcasses and associated debris infected with avian flu. The presentation also addresses how similar approaches will be applied to planning for management of other animal carcasses. MassDEP Solid Waste Bans A summary of the background to, and categories of, solid waste that are banned by MassDEP from being disposed of at solid waste facilities (landfills, transfer stations, incinerators). The presentation also discusses the roles and responsibilities of municipical officials and MassDEP regarding the waste bans and summarizes new developments in the area and information resources for municipal officials and businesses. Overview of Recent MassDEP Sewer Regulation Revisions A summary of the background to, and the goals and content of, MassDEP's revisions to its regulations at 314 CMR 7.00, which govern sewer extensions and sewer connections of sanitary and industrial wastewater discharges. These revisions to the sewer regulations went into effect on January 12, 2007. While the substance of the presentation is the same for each region, the region-specific version includes a list of MassDEP contacts that region for answering questions about sanitary and industrial wastewater sewer connections. MassDEP Candid Camera Initiative Update This presentation summarizes the background to, the goals of, and an update on MassDEP's "Candid Camera" initiative, which uses survelliance cameras to catch illegal dumpers in the act and to penalize them. The presentation includes information on how municipalities may request MassDEP's assistance in targeting illegal dumpers in their communities and to establish their own survelliance camera programs, and contains depictions and descriptions of the range of equipment available for use in the program. Title 5 Back to Basics and a Title 5 Plan Checklist This presentation provides a refresher course for local board of health officials on the site evaluation, design, permitting, and inspection provisions of the MassDEP regulations at 310 CMR 15.000 governing on-site sewage disposal systems (Title 5). Also included is a detailed checklist for use by board of health officials in reviewing the adequacy of plans for systems requesting permit approval under Title 5. |
