2009 State Revolving Funds Project Solicitations
The following letter has been revised.
Dear Interested Party:
The Massachusetts Department of Environmental Protection (MassDEP) is pleased to announce the availability of financing for the State Revolving Fund (SRF) loan program for calendar year 2009. Under the Drinking Water and Clean Water SRF programs, financial assistance will be provided in the form of 2% interest loans for projects that enhance drinking water and wastewater infrastructure and protect the public health. The amount of financing available for the programs in calendar 2009 will be determined at the conclusion of the Commonwealth's 2009 budget process, which as of the issue of this invitation is still in negotiation.
The MassDEP reviews and rates project proposals, selecting those that will receive financial assistance on the basis of a competitive process. Selection criteria are measures of significant public health benefit and ability to restore or maintain compliance with relevant federal and state laws and regulations. Proponents demonstrating those attributes will receive the highest rankings and are the focus of this solicitation.
The preliminary application for financial assistance, the Project Evaluation Form (PEF), is available at: http://mass.gov/dep/water/approvals/srfforms.htm. There are two versions of the PEF, one for the Drinking Water SRF and one for the Clean Water SRF program. The Project Rating criteria that the Department will employ are also at the Website, at the same address listed above.
Applicants should deliver one (1) complete paper copy and one (1) electronic version of the PEF on compact disc, preferably in a PDF format, no later than 12:00 noon on Friday, August 29, 2008 to:
