The MCSSA is funded by the Massachusetts Department of Environmental Protection Drinking Water Program, through the U.S. EPA Drinking Water State Revolving Fund Program.
MCSSA
The Massachusetts Coalition for Small System Assistance (MCSSA) was formed to deliver a full range of direct, outreach-based services to small public water systems, including assistance with building the skills needed to supply safe drinking water that meets water quality regulations. It is a unique coalition of three service providers with diverse and extensive expertise. The subject areas offered are related to the financial, managerial, and technical elements of operating small water systems. The MCSSA also fosters small water system affiliation with the drinking water profession.
MCSSA's services are free to public water system personnel that serve less than 10,000 and are divided into the following areas:

Operator Training Workshops
Specifically for systems that serve <3,300, these workshops focus on a variety of subjects, from financial planning, to fulfilling regulatory requirements, to preparing to take the VSS exam.

Operator Training Payment Reimbursement
Reimbursement for individuals serving or who would like to serve small public water suppliers (serving less than 3,300) for the cost of attending a 1-day or two one-half-day seminars or workshops with an approved provider. This grant also offers reimbursement for the cost of taking the Very Small Systems Certification or Distribution Class-1 exam.

MCSSA Partners
New England Water Works Association
The New England Water Works Association (NEWWA) is a section of the American Water Works Association. The primary purpose of NEWWA is to promote public health, safety, and welfare through the advancement and dissemination of knowledge for improvement of the planning, design, construction, operation, management, and regulation of water works relating to the production and distribution of safe, potable drinking water. The association held its first meeting in 1881 and has since continued to provide educational opportunities to the water supply profession. NEWWA sponsors a wide range of activities including an annual conference, monthly meetings, scholarships, and training programs.
NEWWA's role in the MCSSA is to provide training on various topics and to facilitate overall activities.

Massachusetts Water Works Association
The Massachusetts Water Works Association's (MWWA) education and training program through MCSSA is an extension of its commitment to sharing knowledge and assisting water suppliers to provide safe drinking water.
For more than 50 years MWWA has served the drinking water profession. It was formed by a group of water superintendents who identified a need to exchange information and discuss current water works practices. Since that time, MWWA has provided a forum for water suppliers to learn about proper water works operations, regulatory requirements, and new technology.
The services MWWA provides through MCSSA include training workshops, outreach programs, and mentoring sessions. The mentoring sessions are a more informal learning concept encouraging interactive discussions and sharing of knowledge and experiences.

RCAP Solutions, Inc.
RCAP Solutions can provide assistance to any Public Water System (PWS) serving fewer than 10,000 people. This support helps systems with compliance and capacity development issues with a focus on helping the PWS address any public health and non-compliance problems that have been identified by either the PWS or primacy agency.
Since its founding in 1969 as Rural Housing Improvement, Inc., RCAP Solutions and its partners have worked together to foster self-sufficiency and an improved quality of life for underserved individuals, families, and small communities.
Today RCAP is a $23 million comprehensive community development organization providing direct services and community consultation to over 300 rural communities throughout the Northeast U.S., Puerto Rico, and the U.S. Virgin Islands. It is a part of a national network helping communities and small water and wastewater systems.
RCAP Solutions offers guidance as well as research and referrals. It also provides assistance with the completion of funding applications to make facilities development affordable. RCAP's professional staff is skilled in areas such as water resource planning, safety and security, onsite wastewater management (Title 5), geology & soil evaluation, system operation and maintenance, compliance and regulations, project/system funding alternatives, home-ownership education, acquisition, repair and rehabilitation, and real estate development & management of affordable housing for the elderly, families, and persons with disabilities. In addition, RCAP is a CDFI certified loan provider for property and infrastructure issues.
