Upcoming Circuit Rider Workshops in the Southeast Region

The MassDEP Circuit Rider Program in the Southeast Regional Office is pleased to announce a series of workshops covering essential aspects of wetlands regulation and administration based on the Wetlands Protection Act, regulations, policies and other MassDEP guidance.

Most of these workshops will be open to the public, but attendance may be limited to conservation commissioners and municipal staff for some of the "hands on" sessions.

Update - March 2009: Due to a variety of factors, including WIRE outreach duties and the scheduling of all 8 MACC Fundamentals for Conservation Commissioners units in May on Cape Cod, this workshop series has been temporarily suspended. However, additional sessions of past topics may be scheduled upon request; so please check back soon.

Construction Phase Discuss activities to consider and questions to ask, particularly with respect to phasing & sequencing and dewatering; develop a Stormwater Pollution Prevention Plan for Clearwater Estates
Post-construction Best Management Practices for site stabilization; Operation & Maintenance; monitoring; ongoing conditions
Redevelopment Emphasize difference in definitions but common goals for redevelopment with respect to stormwater management and work in riverfront area; SW Checklist for Redevelopment Projects

Topic Description
Wetlands Protection Basics - the Act & Regulations Review the structure of the regulations and discuss the 8 Interests of the WPA, presumption and significance, grandfathering and exemptions, and limited project provisions
Wetlands Protection Policies & Forms In addition to reviewing WPA forms, will include brief discussions on enforcement procedures and writing effective Orders
Site Plan Review Use Clearwater Estates plans to review types of information that might be submitted and how to use it in project review
Stormwater Management

Overview of the ten Stormwater Management Standards incorporated into the Wetlands Protection and Water Quality Certification regulations in January 2008, including discussion of applicability and what's meant by "compliance to the maximum extent practicable."

Low Impact Development and Erosion & Sedimentation Control Discuss structural & nonstructural Best Management practices; identify key aspects of E&SC including which can be controlled by the conservation commission or/and the developer
Farming & Wetlands

An overview of WPA exemptions and limited project provisions that apply to farming in wetlands, focusing on the definitions of Land In Agricultural Use, Normal Maintenance and Normal Improvement.

Alternatives Analyses Info that analysis of alternatives should include for riverfront area, inland limited projects, alteration of Bordering Vegetated Wetlands; identify alternatives using Clearwater Estates plans
