Approximately 7 acres of salt marsh appears to be in a degraded condition due to past physical alterations, possible restriction from the Hartz Road culvert, and reportedly significant stormwater inputs from adjacent roads. A tidal survey is needed to determine whether the existing culvert restricts tidal exchange with the upstream marsh. Numerous low-lying structures within and adjacent to the site raise significant flooding concerns. A berm (or possibly sewer line) runs through the site in a north-south orientation. A site visit was not conducted. Gloucester officials and others have noted that this marsh should be a priority for treatment of polluted stormwater inputs from Route 128 and other roads. Restoration actions could enhance tidal flushing to the marsh, remove areas of fill, and install BMPs to treate road runoff before it is discharged into the marsh. Further assessment is needed to evaluate the ecological condition of the site and potential benefits and detriments of various restoration options.
