A culvert beneath Boston Road drains the site to the south and conveys some tidal flow to the marsh from the Little River to the south. GIS analysis and site observations indicate that the marsh upstream of the culvert has been severly altered and filled in the past. Information provided during a 2005 meeting with Newbury town officials and residents supports this conclusion; attendees stated that this area was used as an old town landfill. The site currently exhibits some wetland vegetation, including large stands of Phragmites along the northern edge. It is unclear whether the Boston Road culvert restricts tidal flow, but it appears large enough to convey limited tidal flows into the mostly filled upstream marsh. Restoration actions would remove fill material down to appropriate marsh grades and restore wetland soils, hydrology, and vegetation. Restoration potential is considered low based on private ownership, expense of removing the fill for a relatively small wetland gain, and issues surrounding the potential to encounter solid and/or hazardous waste if this area was in fact an old municipal dump.
