Joan Kimball, Riverways Director
Leads the Riverways Program as it works to promote restoration of the rivers and streams of the Commonwealth; provides support and oversight for all aspects of Riverways' actions, programs and staff.  Promotes policies that are protective of riverine values and facilitates partnerships between local groups, municipalities, state and federal agencies; represents DFG and Riverways on EOEA committees as well as other federal, state, and local committees; represents Riverways on the Taunton River Wild and Scenic Study Committee, and the Commonwealth on the Sudbury, Assabet and Concord River Stewardship Council and the Westfield River Wild and Scenic Advisory Committee; oversees all grants and cooperative agreements with state and federal agencies.

Carrie Banks, Stream Team Organizer - Western Watersheds: Provides outreach to watershed groups and others to target Stream Team groups who want to do Shoreline Surveys and assist them in involving municipal officials and planning for field surveys. Provides Shoreline Survey and River Continuity Survey (culvert and bridge crossing) training sessions at meetings sponsored by local Stream Teams or watershed groups, and conducts priority setting and action planning meetings following the Shoreline Surveys. Suggests funding sources for Stream Teams during the implementation stage. Assists Riverways Programs staff in gathering and/or producing materials that will aid Stream Teams and town officials in Shoreline Surveys and in implementation of action plans. Provides technical assistance to the Westfield River Wild and Scenic Committee in all aspects of their work including restoration and protection efforts.

Rachel Calabro, Adopt-A-Stream Program Coordinator Coordinates the Adopt-A-Stream Program and provides technical assistance on Stream Team formation, survey training, action planning and assistance in implementing action plans. Assists groups in finding partners and funding to implement river protection strategies, and provides direct assistance with project development and implementation. Provides outreach and education on stormwater, low impact development techniques, river protection strategies, survey techniques and other river issues. 617-626-1549

Joanna Carey, Instream Flow Specialist
Provides technical assistance and education for the RIFLS program, which assists volunteer organizations monitor stream flow and river health; provides technical assistance for instream flow and aquatic habitat restoration and protection; works with watershed associations, state and federal agencies, nonprofit organizations,  municipalities,  water suppliers, lake groups and their constituents on projects that improve aquatic ecosystems and their management; reviews laws, regulations and policies affecting streams from a hydrological and biological perspective; manages river restoration projects and assists in restoration monitoring activities.

Russell Cohen, Rivers Advocate
Conducts policymaking, riparian land protection and related work for the Program. Provides assistance with the identification, protection and stewardship of riparian lands. Serves as Riverways' primary specialist on the legal aspects of instream flow protection. Other duties and responsibilities include reviewing proposed development projects and grant proposals involving rivers and riparian areas; assisting with establishing and publicizing public access to and/or along rivers, and serving as the Program's primary representative for the Blackstone, French/Quinebaug, Hudson (Hoosic), Housatonic and Connecticut watersheds.

Cindy Delpapa,Stream Ecologist and Urban Rivers Coordinator
Provides the public with information about water quality issues including water monitoring, NPDES point source discharge permits, Phase II stormwater permits, and nonpoint sources of pollution. Trains groups in monitoring and QAPP preparation, provides technical advice and informational workshops, and assistance in initiating new programs or investigations of water quality issues. The Urban Rivers Program is an initiative to restore fisheries, revitalize urban riverfronts and promote neighborhood participation and appreciation of rivers flowing through the Commonwealth's urban areas. Assists with visioning, technical assistance, information on riverfront planning, pollution remediation, funding, and outreach to help communities improve urban waterways.

Alex Hackman, Instream Flow and Restoration Specialist
Provides technical assistance and education for the RIFLS program, which assists volunteer organizations monitor stream flow and river health.  Promotes holistic evaluations of river and stream condition that incorporates ecosystem structure and function (e.g. metabolism and nutrient uptake), food web dynamics, and 3-dimensional connectivity.  Manages river restoration projects, conducts fundraising, investigates policy questions, coordinates with local, state, and federal partner agencies, assists in monitoring activities, and contributes technical assistance to the Riverways restoration program.

Margaret Kearns, Watershed Ecologist and RIFLS Coordinator
Coordinates the River Instream Flow Stewards program (RIFLS), which provides technical assistance to help groups monitor stream flow. Promotes the ecological integrity of rivers; coordinates the ecological and hydrological work of the program particularly in the areas of instream flow and aquatic habitat restoration and protection; represents the Department and Riverways at interagency meetings and conferences; reviews laws, regulations and policies affecting streams from a hydrological and biological perspective. Works with communities, watershed associations, Stream Teams and their partners on projects that delineate natural communities and protect habitat.

Chris Leuchtenburg, River Restore Data Researcher
Develops computer models of the impact of dams including fragmentation of habitat, degradation of water quality and inundation of flowing streams. Produces maps of rivers, streams and their habitats. Develops and maintains database of dams, road crossings and other impediments to natural streamflow. Researches the location, condition and uses of dams and their impoundments.

Tim Purinton, River Restoration Planner
The river restoration planner coordinates with state, federal and local partners to identify, fund and pro-actively manage river protection and restoration efforts statewide. Tim directly coordinates with the Riverways staff scientist to ensure restoration efforts, including dam removal and in-stream habitat improvements, are properly planned and soundly executed. He also conducts outreach and education activities to promote river and stream restoration and enhancement.

Beth Lambert , River Restoration Scientist
Improves the practice of river restoration by providing technical guidance, site visits, trainings, fluvial geomorphic assessments and reviews on specific restoration projects to agency staff, consultants, conservation commissions, local citizens, and others.  Serves as a technical liaison on committees and task forces to ensure that restoration projects are holistic.  Develops monitoring plans for restoration projects in order to determine the effects of restoration work.

Nick Wildman, Priority Projects Coordinator
Administers and coordinates the Riverways river restoration priority projects. Provides project management on particular river restoration projects. Coordinates development of Riverways Program's educational and outreach publications and annual reports, fact sheets, and website content management. Conducts fiscal transactions including contracts and accounting records for projects; prepares and submits grant applications for federal, state, and foundation funds.

Gabrielle Stebbins, Adopt-A-Stream Community Organizer
Provides technical assistance and education for the Adopt-A-Stream program, which assists volunteers to assess local stream health, develop an Action Plan to address issues of concern and opportunity and take relevant next steps for further stream protection and restoration.  Assists groups in finding partners and funding to implement river protection strategies, and provides direct assistance with project development and implementation. Provides outreach and education on stormwater, low impact development techniques, river protection strategies, survey techniques and other river issues.  “Connects the dots” for the layperson to understand, decipher and work with state and local policies leading toward improvement in river health.
