DOER has completed the Commonwealths' Massachusetts CO2 Inventory Excel ( PDF version PDF). The Patrick Administration has made a strong commitment to addressing global warming by tracking our state's total carbon footprint (tracking all energy sources). Proposed DOER CO2 Budget Trading Program Auction Regulation (225 CMR 13.00) PDF

  • These regulations establish rules for conducting auctions of CO2 allowances created under the Massachusetts CO2 Budget Trading Program (310 CMR 7.70), and to detail procedures for informing Mass DEP about the number of allowances to be retired annually for voluntary purchases of qualified renewable energy.

DOER will hold Public Hearings jointly with the Department of Environmental Protection (DEP). DEP is proposing a new regulation 310 CMR 7.70 - CO2 Budget Trading Program and proposing modifications to 310 CMR 7.29 - Emissions Standards for Power Plants and 310 CMR 7.00 Appendix B(7) - Emission Banking, Trading, and Averaging.
