Statement of Qualification

New application form and instructions effective December 18, 2007!
- NOTE that, as of December 18, 2007, all applicants for Statements of Qualification for New Renewable Generation Units must use the newly revised Statement of Qualification Application form and instructions posted at this web page.
- The new SQA forms and instructions are consistent with the new Regulation that took effect on October 19, 2007. Most of the changes pertain to information required for biomass plants and for plants that co-fire eligible fuels with ineligible fuels. However, additional changes are found in the appendices pertaining to Vintage Waivers, imports from outside of ISO New England, and Small Generation Units. The instructions are now expanded to two pages, as well as incorporated into the form itself, thus superseding the 2002 Application Guide. Although the outline of the form is unchanged, applicants will find revisions on almost every page and should regard this form as totally new.
- Applicants and other RPS stakeholders are invited to identify ambiguities, inconsistencies, and errors in the new SQA forms and instructions, as well as to suggest further improvements.
