2002 Regulation (superseded 10/19/07) & Related Documents
The new RPS Regulation, which was published and effective on October 19, 2007, is available via the Rulemaking webpage.
DOER provides the following final documents related to the 2002 Regulation:
- 225 CMR 14.00
- Renewable Energy Portfolio Standard Regulations: These regulations took effect April 26, 2002 upon publication in the Massachusetts Register. Please note:
- Since publication in the Massachusetts Register on April 26, 2002,
the enumeration of sections in the Renewable Energy Portfolio Standard
Regulations, 225 CMR 14.00, has changed. Section 14.02, which stated
the effective date fo the regulation, was removed. Subsequent sections
were renumbered accordingly. The RPS now encompasses sections 14.01
through 14.12 only; there is no section 14.13. On June 12, 2002 the
promulgated version of RPS was posted on this website. Please refer to
the link above to download the promulgated RPS Regulations, and click here for a full set of Statement of Qualifications application materials.
- Some materials posted on this website still refer to specific RPS
section numbers from the unpromulgated, unpublished version of the RPS
Regulations. These references are incorrect. Any documents from the
deliberative process, the Report of the Joint Committee on Energy, and
the Division's response to the Report refer to the old numbering
scheme. The frequently asked questions section and all Statement of
Qualification application materials, however, have been updated and
correctly refer to the promulgated regulation under the new numbering
scheme. In future correspondence with the Division, please refer to the
promulgated version of the RPS.
- Report of the Joint Committee on Energy Regarding Final Proposed Regulations.
- DOER Response to Report
of the Joint Committee on Energy.
- DOER letter on existing renewable energy study.
- Documents from the
deliberative process leading up to the promulgation of the Regulations,
including DOER's response to the public comments, and a December 2002
Cost Analysis Update, are linked from another web page.
