Statement of Qualification Application Review for Twin Rivers Technologies Quincy, LLC
On May 7, 2008, DOER announces that a Statement of Qualification Application (SQA) for a 0.58 MW power plant at the Quincy, MA facility of Twin Rivers Technologies Quincy, LLC, has been found to be "administratively complete." Because this Generation Unit co-fires an Eligible New Renewable Fuel in conjunction with ineligible fuels, DOER is providing hereby an opportunity for public comment on the Twin Rivers SQA, pursuant to the RPS regulation at 225 CMR 14.06(2)(b)2.
The Twin Rivers project combusts both a "Natural Oil Byproduct" ("NOB") and petroleum fuel oils (#2 and #6 oils) in two existing steam boilers that were retrofitted in 2000 with new feedlines, burners, and other equipment in order to accommodate the NOB fuel. The NOB is a lower-end separation, a.k.a. bottoms, product of an oleo chemical process that primarily produces fatty acids, glycerin, and other substances for use in various consumer products. The raw inputs to the process are animal fats and vegetable oils, the latter including coconut oil. The sourcing and processing of the coconut oil are addressed specifically in a supplemental letter dated March 19, 2008 – also linked below. The plant operates under a Final Air Quality Operating Permit from the MassDEP dated July 30, 2004, which is included with the SQA. This project can be qualified only with a Co-firing Waiver under the provisions of the RPS regulation at 225 CMR 14.05(3). Under that section, the portion of the total electrical energy output that would qualify as New Renewable Generation (i.e., RPS-qualified) in a given time period would be equal to the ratio of the net heat content of the Eligible Biomass Fuel consumed to the net heat content of all fuel consumed during that time period. Also under that section, the air emissions approved by the MassDEP for the Twin Rivers project would be accepted automatically as "low-emissions" for RPS qualification purposes.
