DOR sends customers, who are not already enrolled in direct deposit, an Electronic Payment Application form requiring them to choose either direct deposit or the Massachusetts Debit Card as the method of receiving child support. We do not mail support payments by paper check unless a customer applies for, and is granted, an exemption (see below) when certain limited qualifications are met.

Electronic payments, whether by direct deposit or by the Massachusetts Debit Card, offer our customers a safer, more reliable means of receiving support payments than payments sent by mail. The benefits are many - electronic payments are available as soon as they are deposited into an account, and unlike checks they cannot get lost or stolen.  In addition, there is an electronic audit trail to ensure that payments can always be located. While both programs are similar, DOR recommends direct deposit as the preferred choice for receiving child support.

Parents receiving support can use the Massachusetts Debit Card just as they would a conventional debit card, by accessing funds at Automated Teller Machines (ATMs) and by making purchases wherever MasterCard® is accepted. The card will offer the same convenience and security of direct deposit and, similarly, will be offered free of charge by DOR. However, there will be ATM and other card transaction fees associated with the Massachusetts Debit Card. These fees are detailed in the Electronic Payment Application form to help our customers make well-informed decisions between direct deposit and the Massachusetts Debit Card. Exemptions

We will send child support payments by mail only in very limited circumstances if you meet one of the qualifications below:

  1. A physical or other disability imposes a hardship for you in accessing an electronically transferred payment.
  2. A language or literacy barrier imposes a hardship for you in accessing an electronically transferred payment.
  3. You live and work more than 5 miles from an automated teller machine and more than 5 miles from a financial institution where the funds may be accessed.
  4. In any circumstance not noted above, DOR will consider an exemption on an individual basis and customers must claim an exemption using DOR's form. An exemption granted under any of the above conditions may be subject to periodic review by DOR.

1. What choices do I have for receiving my child support payments?

You can choose to have your child support payments deposited directly into a bank account of your choice or to have your payments loaded into a debit card account which we call the Massachusetts Debit Card.  Checks are no longer issued unless you qualify for an exemption.

2. What is direct deposit?

With direct deposit, DOR sends an electronic message to your bank telling it to credit your checking or savings account with the exact amount of the child support payment we received from the other parent. You can then withdraw the money, keep it in savings, or pay bills. With direct deposit your money is available sooner, generally by 2-3 business days, because you don't have to wait for the check to come in the mail or clear at the bank. Best of all, direct deposit is safe because your payments cannot get lost or stolen.

3. What is the Massachusetts Debit Card?

The Massachusetts Debit Card is a debit card. Child support payments are transferred electronically into your debit card account and you can access your money at any Automated Teller Machine (ATM). In addition, the card will carry the MasterCard® logo, allowing you to make purchases wherever Debit MasterCard® is accepted. Although the Massachusetts Debit Card carries the MasterCard® logo, it is not a credit card. You are using your own money from child support payments deposited on your behalf.   

4. What choice is best for me?

While DOR recommends direct deposit, the best choice for you depends on your situation; the choice is entirely up to you. Both direct deposit and the Massachusetts Debit Card provide many of the same benefits. There are no checks to get lost or stolen, the money is available to you as soon as it is deposited, and your payments will not be interrupted if you move. One important consideration is cost. DOR does not charge any fees for using the direct deposit service or the Massachusetts Debit Card.  However, the Massachusetts Debit Card is offered by DOR in partnership with Bank of America and there may be ATM and other transaction fees charged by Bank of America when you use the card. Information on the fees will be provided to you if you select this option along with suggestions on how you can minimize the fees.

5. How do I choose direct deposit or the Massachusetts Debit Card?

You must make a selection on the "Electronic Payment Application/Request for Change Form" that was sent to you and return it to the address or fax number on the form.  Please note that if you would like direct deposit, the fastest way to sign up is online via our Case Manager. If you do not make a selection within 21 days from the date indicated on the "Electronic Payment Application/Request for Change Form," DOR will automatically issue you the Massachusetts Debit Card.  Again, while either option is available, DOR recommends you consider the direct deposit option.

6. How do I apply for an exemption?

If there is a reason that prevents you from using direct deposit or a Massachusetts Debit Card, you must complete the appropriate exemption section on page 2 of the "Electronic Payment Application/Request for Change Form" and return it to us.

7. What fees will I have to pay if I choose direct deposit?

DOR offers direct deposit free of charge. Although most banks provide direct deposit services without charge, you should check with your bank about any fees it may charge.

8. What fees will I have to pay if I choose the Massachusetts Debit Card?

The Massachusetts Debit Card is offered by DOR in partnership with Bank of America.  While we have worked together to keep the costs associated with the debit card service as low as possible, certain ATM and other transaction fees will apply. Surcharge Fees:

Some bank ATMs will apply an additional surcharge fee to use their ATM.  You may avoid this fee by using ATM location for in-network banking partners. Look for the Bank of America and Allpoint brand marks. For more information visit Bank of America.

             

9. Will the card say anything about child support?

No. There is nothing on the card itself to indicate that the funds associated with the card are child support payments. The card has the word "Massachusetts" across the front with Bank of America and their logo on the top right.  The MasterCard® logo is on the bottom right making it look like a credit card. 

The Massachusetts Debit Card is not used only for child support funds.  Other Massachusetts state agencies may use the Massachusetts Debit Card to disburse funds to their customers.

10. My credit is bad. Can I still sign up for the Massachusetts Debit Card?

Yes. While the Massachusetts Debit  Card looks like a credit card, it is not a credit card, and your credit rating has no effect on your signing up for the Massachusetts Debit Card. As part of its agreement with DOR, Bank of America will not deny a card based on a customer's credit history.

11. Can I sign up for direct deposit after I have received the Massachusetts Debit Card?

Yes. You may enroll in direct deposit at any time.

12. I applied for Direct Deposit and received the debit card.  Why?

If we received your Electronic Payment Application/Request for Change form after the 21 day timeframe, you were automatically enrolled to receive the Massachusetts Debit Card.  Once your direct deposit information is entered on our system, your Massachusetts Debit Card will become inactive until you stop direct deposit.  If direct deposit stops we will resume sending your payments to your Massachusetts Debit Card.   

13. How do I know if a child support payment has been disbursed to me from DOR?

You can check your account through our Case Manager or contact our automated Voice Response System (VRS) at 800-332-2733 to find out if a payment was received by DOR. (Customers living in Chelsea, Charlestown, Everett, East Boston or Revere must call 617-660-1234)

14. How do I know if money is available on my Massachusetts Debit Card?

With your new Massachusetts Debit Card, you can sign up to receive free electronic notification via email or text message each time a deposit is posted to your account or when your balance drops below a pre-set balance amount.  Go to the Bank of America to enroll in this free service.

15.  If I choose the Massachusetts Debit Card can my funds be returned to DOR?

  • Yes, deposits made to your debit card account will be returned to DOR if you do not activate your card within one year from the date the card was issued.
  • Also, payments will be returned to DOR if Bank of America does not have your correct address and they are unable to deliver your debit card to you by regular mail.

16.  I lost my Bank of America Debit Card.  Can I get a new debit card?

If you lose your Bank of America debit card (or it is stolen), you must contact Bank of America Customer Service Center at 1-855-887-3940 to report your card lost or stolen and to request a replacement card.  There is no fee or surcharge for replacement cards.         


Questions about an ACS State and Local Solutions (ACS) Debit Card.   

1.  I received a new debit card from Bank of America.  What should I do with my ACS debit card?

If you have funds on your ACS debit card it is still good. DO NOT THROW IT AWAY. Although no additional funds will be placed on your ACS debit card, the card will be valid until all existing funds are exhausted.  As of <effective date> DOR will send all child support funds to your Bank of America debit card.

2.  Can I transfer the funds from my ACS debit card to my new Bank of America debit card?

No, the funds on your ACS debit card cannot be transferred to your new Bank of America debit card.  You can continue to use the ACS debit card in the same way you have been using it until the existing funds are exhausted.   

3.  I lost my ACS debit card and it still had funds on it.  Can I get a new debit card?

If you lose your ACS debit card (or if is it stolen), you must contact ACS and ask them to reissue your debit card.  You may be charged a re-issuance fee.  You can go to their website at www.EPPICard.com or call their Customer Service Bureau toll-free at 1-866-316-5366 any time day or night.
