Use this screen to view or enter information about the following options that a municipality can use to shift tax burden between property classes.

  • Residential Factor
  • Open Space Discount
  • Residential Exemption
  • Small Commercial Exemption

An authorized user can directly enter data on this screen from a paper form or similar source. With appropriate user privileges, you can change appropriate amounts on the LA-5 Options screen; the LA-4 must have been entered previously for value information to appear on the form. See the following section entitled "Entering Data into the LA-5 Options Screen" for information about that procedure.

If the [Submit] and [Calculate & Save] buttons are unavailable, the LA-5 Options form for the FY-jurisdiction has been previously "Approved". To change data under this condition you must first have a DLS analyst enter the Tracking application to create a Form Unapproved tracking event for this FY - jurisdiction - process and then unlock the form for community input.

Entering Data into the LA-5 Options Screen

  1. [LA-5 Options] link on the left panel Options Menu under Tax Rate-BOA.
  2. The LA-5 Options screen displays read-only values in grayed-out fields and allows you to enter data in the white fields.
  3. LA-4 Values - This section displays the summary of data from the LA-4 of the selected fiscal year (FY) plus the Minimum Residential Factor (MRF) calculated on the LA 7. Historical data in the right column allows the analyst to prove that the Residential Factor entered in the next section falls within legislative constraints.
  4. Estimated Levy
    This is an optional value that can be entered prior to development of a levy amount on the LA-4 form for a given FY. In the absence of an official levy amount on the LA-4, this value can be used by an analyst to determine the impact of a proposed residential factor and open space discount on the tax rate(s). Enter an amount and use the [TAB] key.
  5. Residential Factor Selected
    This is the residential factor selected by the municipality and used to reduce the tax levy allocated to the Residential (1) and Open Space (2) property classes.
    Enter "1" for single rate.
    Enter a percentage for a split rate. Enter the percentage as six decimal places (e.g. ".600000" for "60%").
    This field is required. After entering a value, use the [TAB] key.
  6. Selected Open Space Discount %
    This is the open space discount selected by the municipality to encourage the preservation of undeveloped open space land. Enter the percentage as a whole number (e.g. "15" for "15%"). After entering a value, use the [TAB] key.
  7. The system calculates various quantities and displays them in this section so an analyst can see the impact of any residential factor and/or open space discount entered in the previous section.
    Shift Percents
    System develops distribution factors for the five classes of property after applying any residential factor and open space discount. These percentages are directly comparable to those shown in the first section and labeled "FFCV Percents".
  8. Residential Exemption
    This section contains information about an optional Residential Exemption that a municipality can apply to any residential parcel that is the taxpayer's principal residence. If the municipality chooses not to use a Residential Exemption the following input fields should be left blank.
    Total Residential Parcel Count
    This value is the number of Residential (Class 1) parcels. Enter a whole number. After entering a value, use the [TAB] key.
    Selected Residential Exemption %
    Contains the percent (expressed as a decimal less than 1.00) residential exemption selected by the municipality. Regulations generally specify that this percent cannot exceed 20%. Enter the percentage as a whole number (e.g. "15" for "15%"). After entering a value, use the [TAB] key.
    Number of Eligible Residential Parcels
    Contains the number of residential parcels that qualify for the residential exemption. Enter a whole number. After entering a value, use the [TAB] key.
  9. Small Commercial Exemption - This section contains information about optional Small Commercial Exemptions that a municipality can apply to commercial parcels (class 3) occupied by businesses with 10 or less employees and valued at less than one million dollars. If the municipality chooses not to use a Small Commercial Exemption, the following input fields should be left blank.
    No. of Eligible Commercial Parcels
    Number of parcels that satisfy the employee and value criteria for a small commercial exemption. Enter a whole number. After entering a value, use the [TAB] key.
  10. Selected Commercial Exemption % - This is the percent (expressed as a decimal less than 1.00) small commercial exemption selected by the municipality.
  11. Total Value of Eligible Parcels
    This is the total value of all commercial parcels that would qualify for a small commercial exemption.
  12. When all information has been entered, Click the [Calculate & Save] button to save the data, then Click the [Submit] button to submit the form. The submittal process will display a prompt asking if you wish to view edits before submitting. The edits are sent to the BOA Comparison Report.
  13. After submittal, the [Calculate & Save] and [Submit] buttons will be disabled until a DLS analyst unlocks the form for community input, upon community request.
  14. Click the [Print] button to create a pdf file to save or send to the printer.

LA-5 Validation

DLS Analysts complete validation of the LA-5 form by clicking Approval at the bottom of the LA-5 Options screen. The validation process checks the following conditions and exceptions generate a hard error. Hard errors must be cleared by changing one or more data values.

  • Residential factor must be 1.0 or less.

  • Residential factor must be > or = the Minimum Residential Factor (MRF) as calculated on the LA 7 form.

  • Open Space Discount
    Open Space discount must be < or = 25%.

  • Residential Exemption
    Total Residential Parcel Count must be < or = LA-4 Class 1 (Residential) parcel count.
    Reside ntial Exemption Percent must be < or = 20%.

  • Small Commercial Exemption
    Number of Eligible Commercial Parcels must be < or = LA-4 Class 3 (Commercial) parcel count.
    Selected Small Commercial Exemption % must be < or = 10%.
    Total Value of Eligible Parcels must be < or = LA-4 Class 3 (Commercial) value.

Before one can approve the LA-5, one must clear all analyst flags by changing erroneous data values or indicating approval with an analyst override.

LA5 Certification

Enter notice date, time, place, and type for the public hearing on tax rate percentages and sign by clicking the signature check box.

Enter the date, time, and place for the hearing on adopting the percentages and the adoption date. The system will compute and enter the excess levy capacity. If this is the number the assessors reported, proceed to Save & Submit. If the reported excess levy capacity number is different, overwrite the computed amount with the true reported amount. Sign by clicking the signature check box. Click Save at any point to save entered data & signatures. Click Submit to finalize and lock data.

Multiple hardcopy signatures can be faxed and mailed as appropriate if entering on-line signatures for all appropriate officials is problematic.
