David E. Sullivan is the General Counsel for the Massachusetts Executive Office for Administration and Finance. Before that, he served as Legal Counsel to the state Secretary’s Elections Division, Chief Legal Counsel for the Secretary’s office, Chief of the State Ethics Commission’s Legal Division, General Counsel for the Senate Committee on Ways and Means, and Counsel to the Massachusetts Senate.

Sullivan was elected to five consecutive terms as a Cambridge City Councillor (1980-1990).  He served as a leading Democratic election lawyer during the 2000 Florida recount, as the party’s Voter Protection Coordinator in Ohio in 2004 and in Florida in 2008, and as Senior Voter Protection Advisor in Massachusetts in 2010 and in Florida in 2012.

Sullivan graduated cum laude from Harvard Law School and holds a Bachelor of Science degree in political science from the Massachusetts Institute of Technology, where he was elected to Phi Beta Kappa.  He and his wife, Catherine, live in Cambridge and have three sons.
