BOSTON - Yesterday, a former Norwood doctor was arraigned in connection with failing to file state tax returns. John Penrose, age 49, formerly of Norwood, now of Fayetteville, North Carolina, was arraigned in Suffolk Superior Court on the charge of Failure to File a Massachusetts Tax Return (3 counts).
An investigation conducted by the Attorney General's Office began in July 2006after the matter had been referred by the Massachusetts Department of Revenue (DOR). In July 2005, the DOR received information prompting them to initiate an investigation into Penrose's history with filing his taxes. During the course of DOR's investigation, authorities discovered that Penrose allegedly failed to file Massachusetts income tax returns for the years 2002, 2003, and 2004, despite the fact that he was a Massachusetts resident. DOR investigators discovered that Penrose worked as a physician at a hospital in Norwood, and also had a private practice in that same town. Authorities believe that Penrose's combined gross income, mainly from his private practice, was over $2 million dollars for those three years. In July 2005, Penrose moved from Massachusetts to North Carolina . Authorities allege that Penrose owes the Commonwealth, with penalties and interest, approximately $101,000 for the three years for which he failed to file tax returns.
A Suffolk County Grand Jury returned indictments against Penrose on April 10, 2008. He was arraigned yesterday in Suffolk Superior Court where he entered a plea of not guilty and was released on personal recognizance. Penrose is scheduled to appear in court on June 3, 2008, for a pre-trial conference.
The case is being prosecuted by Assistant Attorney General Michael Pine, of Attorney General Martha Coakley's Corruption and Fraud Division, and was investigated by DOR Investigator Christine Slingerland.
