Please be advised that there is a new category of individuals who must complete a Department of Early Education and Care (EEC) Background Record Check (BRC). Any contractors, sub-contractors, vendors, or medical providers, who are exempt from or not subject to EEC licensure, and who provide unsupervised services to children in an EEC licensed, approved, or funded program, are now required to complete an EEC background record check (CORI, DCF, SORI, and Fingerprint). 

In order to complete a BRC for contractors, subcontractors, vendors, and medical providers who provide unsupervised services to children in an EEC licensed, approved, or funded program, an “Agency account” must be set up in BRC Manager, as follows:

  • Self-employed contractors, vendors, and medical providers: If an individual falls into this new category of contractors, vendors and medical providers, and s/he is self-employed, then s/he will need to create an account in BRC Manager in order to submit a BRC request on himself/herself. 
  • All other contractors, subcontractors, vendors, and medical providers: If an individual falls into the new category and is being placed in an EEC licensed, funded or approved program through a business entity such as their employer, an employment agency, a contractor, or a vendor, then that business will need to create an account in BRC Manager to submit the individual’s BRC request through BRC Manager. 

Family child care providers who are part of a Family Child Care System should disregard this notice as their affiliated family child care system will adhere to the new process.
