Grant Description & Purpose

In July 2012, EEC received an increase of $500,000 for the FY13 Head Start State Supplemental Grant.  These additional funds will be used to provide additional enhancement of services to full day and/or part day services to Head Start (HS) and Early Head Start (EHS) programs for children and families in the Commonwealth. The purpose of this additional grant in FY13 is to enhance services to Massachusetts children on EEC’s wait list or on those of existing Head Start programs who are eligible for Head Start based on federal guidelines. Selected programs will be required to enroll children through state-funded Head Start slots and provide the full array of Head Start services to those children through a full-day program. Funds must be used to provide and cover costs related to enhancement of services.  HS and EHS programs applying for additional funding must participate in the MA State Quality Rating Improvement System (QRIS).  This grant should supplement federal funding for HS and EHS programs and assist programs to satisfy the Federal Office of Head Start requirement that they match no less than 20% of federal funds with non-federal resources.


Eligible Applicants

This grant opportunity is open to existing and new Head Start programs in Massachusetts.  Only Head Start and Early Head Start lead agencies that provide full day or part day services are eligible to apply for this funding to enhancement services for HS and EHS.  All funding awards will be based on the quality and completeness of the application and will be reviewed in accordance with the Required Services of this grant.   See Appendix C, for a complete list of eligible Head Start Grantees.


Please note:  The lead agency and any subcontracted providers must comply with all applicable statutes, regulations, policies, and procedures, inclusive of any changes made to the HS and EHS Programs as a result of enacted legislation, duly promulgated regulations, or policies enacted by the federal and/or state government, EEC and/or its Board.
