Grant Description & Purpose

The goals of the Massachusetts Head Start State Supplemental Grant are to fund workforce development supports and enhanced quality that lead to the following:

  • Supporting child development staff’s salary, compensation and benefits;
  • Support and incentives for staff that have achieved a credential and/or a degree in the Early Childhood field;
  • Support and incentives for staff that are actively increasing their competencies and are on a path to earn a credential and/or a degree in the Early Childhood field and/or related Human Services field;
  • Direct workforce development support to classrooms, family child care homes and home-based settings that may include coaches, mental health consultants and additional teaching staff to provide lower staff/child ratios;
  • Professional development opportunities that support staff in improving knowledge, competencies and skills and assist staff to meet the professional development requirements in MA Quality Rating Improvement System (QRIS); and
  • Direct support for non-Federal matching funds for Head Start and Early Head Start grantees to meet their 20% Federal Head Start funding requirements.

COMMBUYS Grant Information

Get Notified When Grants are Posted in COMMBUYS
A recent enhancement to COMMBUYS, the State's procurement system, enables registered organizations to receive email notifications of Grants* posted in the COMMBUYS Market Center.

To automatically receive these notifications, organizations need to establish a Vendor Profile in COMMBUYS - an action that takes a few minutes to complete and has no associated cost - and select the UNSPSC commodity code assigned to Grants (00-00-00).**

For Internet Explorer (IE) users, version 10 and under, changes may be needed to the browser setting. If you are unable to access COMMBUYS using IE, implement the following setting change:

  • Select Tools from the browser Toolbar, and choose Internet Options;
  • From the Advanced tab, scroll down toward the bottom and select Use TLS 1.2;
  • Click OK.

*All state agencies are subject to 815 CMR 2.00, State Grants, Federal Grant Awards, Federal Subgrants, and Subsidies, as well as the Office of the Comptroller's policy on State Grants, Federal Sub-Grants and Subsidies, Departments must use COMMBUYS to publicly post the availability of a discretionary Grant or Grant Program and publish the results of grantee selections. Use of COMMBUYS to receive electronic quotes for grant opportunities is optional; however, state agencies are encouraged to require grantees to register and submit quotes (applications) through COMMBUYS, which provides a central repository for receipt of electronic applications. As more grantees use COMMBUYS to identify grant opportunities, they will have a single location to apply for grants from multiple state agencies, resulting in efficiencies for both the grantees and the state agencies. 

**This United Nations Standard Products and Services Code (UNSPSC) is specific to Massachusetts and COMMBUYS, so no information about the code will be available on UNSPSC websites. As this is a new feature, interested organizations also may wish to conduct additional searches to find Grants prior to this enhancement. Using the Advanced Search feature, enterthe word "Grant" in the Bid Description field, or narrow searches by selecting specific agencies from the Organization drop-down menu.  

Eligible Applicants

This is a non-competitive grant open to all Head Start and Early Head Start agencies. Head Start and Early Head Start grantees must apply for funding using this grant application and must demonstrate through the submission of a successful grant application that they are able to meet the priorities and required services as outlined in this grant application. All funding awards will be based on the quality and completeness of the entire grant application and will be reviewed in accordance with the required grant services.

In order to be eligible for the Head Start State Supplemental Grant, grantees must meet all of the criteria outlined below (for complete details on eligibility, please read the Grant Application): FY 2018 Head Start RFR/Grant Application  docx format of FY 2018 Head Start RFR/Grant Application

All Head Start and Early Head Start grantees must provide the following services with the grant funds they are awarded:

  1. Support child development staff’s salary, compensation and benefits.
  2. Provide workforce development supports and incentives for staff that have achieved a credential and/or a degree or are actively increasing their competencies and on a path to earn a credential and/or a degree in the Early Childhood field.
  3. Active participation and advancement in the MA Quality Rating Improvement System (QRIS).
  4. Use of Head Start Supplemental State Funds to match 20% Federal funding requirements.
  5. Incorporate the approved tagline for the Brain Building in Progress communications initiative on appropriate marketing and communications materials and resources that are funded in whole or part through this grant. 

The grant contract will have an initial duration of 3 years starting on or about July 1, 2017 and ending on or about June 30, 2020.  There will be one two-year option to renew the contract from approximately July 1, 2020 to June 30, 2022.  EEC shall have the sole discretion to determine whether to renew the contract, and renewals are also subject to appropriation, the availability of funding, and a grantee’s satisfactory performance.

The lead agency and any subcontracted providers must comply with all applicable statutes, regulations, policies, and procedures inclusive of any changes made to the HS and EHS Programs as a result of enacted legislation, duly promulgated regulations, or policies enacted by the federal and/or state government, EEC, and/or their Board.
