EEC fully implemented the Massachusetts QRIS in January, 2011. Interested early education and care and out of school time programs across the mixed delivery system were informed and encouraged to enroll in the system. Enrollment in the QRIS included a program completing an on-line self-assessment application of their program’s quality level based on QRIS standards and measures for EEC’s review and confirmation of assigned rating. Enrollment for programs who chose to participate in QRIS on-going, however as a condition of certain grant funding opportunities, such as Universal Pre-Kindergarten funds, Head Start funds and FY11 Quality Rating and Improvement funds, programs were required to participate to be eligible for receiving the funding. EEC will continue to impress upon programs that enrollment is an on-going process in QRIS.

EEC is seeking one (1) vendor to manage the FY12 QRIS Individual Program Quality Improvement Grants to eligible programs who are enrolled in QRIS. This vendor will be responsible for: (1) managing the Request for Proposal (RFP) process by working with EEC to develop and write the RFP; (2) coordinate and conduct on-going technical assistance opportunities specific to receiving grant funding. These opportunities should include up to six (6) webinars or in-person trainings for potential bidders on a weekly basis during the period the RFP is posted and prior to the application deadline; (3)reviewing  all grant applications, including but not limited to proposed budgets, narrative responses and required forms; and (4) managing all aspects of the grant awards.

To be considered for a FY 12 QRIS Program Quality Improvement Grant programs will be required to: (1) complete and submit the on-line QRIS application in the QRIS Program Manager and self-assessed their program at a level 2 or 3; (2) complete  12 hours of  QRIS Overview Training on-line (3) submit all of the required forms/documentation specified in the RFP; (4) be in good standing with their EEC early education and care license or license exempt status; and (5) not currently have any serious fiscal non-compliances with EEC (if they are a contracted provider) or any Child Care Resource and Referral Agency (if they hold one or more voucher agreement).

In accordance with the submission requirements detailed below, all required documents, including electronic workbook, proposal narrative, attachments, and fiscal forms must be received at EEC’s Central Office by 4:00 PM on November 21, 2011.
