Purpose of Grant
This competitive grant is funded through the Child Care Quality Fund, established in Massachusetts General Law, Chapter 29, section_2JJ (http://www.mass.gov/legis/laws/mgl/29-2jj.htm). The Child Care Quality Fund was established in 1997, and is supported by revenues received from the sale of the “Invest in Children” Massachusetts license plates. The purpose of the Child Care Quality Grant is to promote school readiness, school success, and positive outcomes for children by supporting and enhancing the quality of services being delivered to children in early education and out of school time settings across the Commonwealth.
Child Care Quality Grants: This is a competitive grant process. The following entities are eligible to apply:
Not for profit organizations, including but not limited to:
- Licensed early education and out of school time care providers;
- Licensed-exempt programs, including private schools;
- Family child care systems; and
- Community-based organizations.
For profit organizations and municipalities are not eligible to apply for this grant funding. Please note: all applicants must have documentation of their not for profit organization status. Not for profit programs receiving funding through other EEC grants are eligible to apply if the services that will be provided are not a duplication of efforts through other EEC grants (e.g., Universal Pre-Kindergarten, Accreditation, Mental Health, Assessment Planning, QRIS grants). All licensed programs must have a license which is in good standing and programs applying should have an application with the status "Final - Submitted to EEC" for QRIS Level 1 or above.
Responses to this Grant Application (RFR) are due to EEC by 4:00 PM on December 20, 2013. Please see the Grant Application (RFR) for a timeline of additional dates relevant to responding to this Grant Application (RFR).

Application Submission Information
In accordance with the submission requirements detailed below, all required documents, including the Budget Workbook, narrative questions, and fiscal forms must be received at EEC’s Central Office by 4:00 PM on December 20, 2013.
All of the following documents below must be submitted:
- by mail with one (1) original (all signatures must be in blue ink) and three (3) copies,
- FY2014 Checklist for Grant Application (11/1/2013)
- FY2014 Signed Cover Page
- FY2014 Child Care Quality Budget Workbook (11/1/2013)
- FY2014 Narrative Questions
- Copy of Indirect Cost Approval Letter (if you are claiming Indirect Cost)
Required Electronic Submissions:
Submit documents via email as an attachment to EECSubmission@massmail.state.ma.us. Please include name of grant and name of your agency on the subject line of the email. Example: FY2014 Child Care Quality Grant, Boston Social Services.
Applicants must also complete and mail one original packet of the following forms with their Grant Application response (unless applicant already has these documents on file with the Commonwealth of MA)
