Grant Description & Purpose

Through this competitive Grant Application, The Department of Early Education and Care (EEC) seeks to provide direct preschool services through the FY 2016 Inclusive Preschool Learning Environments (IPLE) Grant. The IPLE Grant is designed to support preschool learning environments serving preschool-age children with and without disabilities in high quality, inclusive early education and care settings. This grant was formerly known as Chapter 188/Phase I Direct Services of Community Partnership for Children (CPC) Grant.

Responses to this Grant Application (RFR) are due to EEC by 4:00 PM on June 8, 2015.

Application Information

Before completing your FY 2016 Inclusive Preschool Learning Environments Online Application (Fund Code 391), please read the Grant Application posted on COMMBUYS. You must be registered in COMMBUYS and follow the instructions on the Registration Instructions link within the Online Application in order to apply for this grant. 

Please note that even though you may have registered, you must select the United Nations Standard Products and Services Code (UNSPSC) 84-10-15 for all EEC Grants.  If you have already registered, please make sure you add the UNSPSC code to your registration.

Eligible Applicants

This is a competitive grant. This grant is open to applicants that are able to demonstrate through the submission of a successful grant application that they meet the eligibility requirements, priorities and required services as outlined in this solicitation.
To apply for funding through this competitive grant, applicants must meet all of the eligibility requirement outlined below:

  • Applicants must have the capacity to serve preschool-age children in public preschool programs, Head Start programs, and/or EEC licensed group and school age programs.
  • Applicants must demonstrate that a minimum of fourteen (14) children with Individual Education Programs (IEPs) will be enrolled in inclusive preschool settings funded through this grant (Lead Agency and Subcontracted partners combined total).
  • All programs recommended for funding must be participating in the Massachusetts Quality Rating and Improvement System (QRIS) with a QRIS Rating Granted at QRIS Level 1 or higher by June 15, 2015.
  • All preschool settings proposed for funding must meet the criteria of an inclusive preschool learning environmentas defined under Required Services outlined in the Grant Application and be in good standing with EEC.

Failure to satisfy all of the eligibility requirements of the Inclusive Preschool Learning Environments Grant may make an applicant ineligible.
EEC expects to award funds to vendors providing the best value to the Commonwealth with the goal of identifying vendors capable of providing inclusive preschool learning environments in public school preschool programs; Head Start programs; and/ or EEC licensed group and school age programs across all EEC regions.

  • Vendors must apply to cover specific cities and towns within the Commonwealth of Massachusetts.
  • Services may be provided by the Lead Agency and/or through subcontracts with other eligible providers within the cities and towns that the applicant proposes to serve.
  • EEC will award funds to one vendor to serve a specific town or city.
  • The number of grants that will be awarded will be based in part on the number of Grant Applications submitted, their proposed service delivery areas, and the quality of their Grant Applications.
  • EEC reserves the right to: (1) re-post this grant if it does not receive sufficient applications to cover specific cities or towns, and (2) negotiate with vendors to determine if they are willing to provide services to other cities or towns not included in their original grant applications.

If an applicant proposes subcontracting some of their required services, the applicant must submit the proposed subcontracted services for any subcontractor as part of its grant application response.  Please note that all subcontracts must be in writing and approved by EEC prior to their execution.
