Grant Description & Purpose
EEC is pleased to announce the FY2017 Early Childhood Mental Health Consultation (ECMHC) Grant Application Request for Response (RFR). Through this competitive Grant Application, EEC may award grants to one or more vendor(s) who will provide early childhood mental health consultation services through a statewide system that meets the needs of the programs, providers, educators, children, families, and communities throughout the Commonwealth. Ultimately, EEC seeks to provide early childhood mental health consultation (ECMHC) services that address the developmental, social and emotional, and behavioral challenges of infants and young children that will support healthy development, reduce the suspension and expulsion rate in early education and care settings, and promote school success. EEC is interested in enhancing access and opportunities for early childhood mental health consultations in high need communities where there are proportionately increased numbers of children identified with high needs.
Responses to this Grant Application (RFR) are due to EEC by 4:00 PM on March 31, 2016.

Before completing your FY 2017 Early Childhood Mental Health Consultation (ECMHC) Online Application (Fund Code 700), please read the Grant Application and the grant application instructions posted on COMMBUYS.
COMMBUYS Registration Instruction
For competitive grants, your agency must be registered in COMMBUYS and follow the instructions on the Registration Instructions link within the Online Application in order to apply for this grant. Please note that even though you may have registered, you must select the United Nations Standard Products and Services Code (UNSPSC) 00-00-00 for all Grants in the Commonwealth. If you have already registered, please make sure you add the UNSPSC code to your registration.
To assist you in the registration process, the Operational Services Division (OSD) has provided you with a series of COMMBUYS job aids and on-line learning videos for your use as you transition to COMMBUYS.
COMMBUYS registration is easy! It takes just three simple steps:
1. Go to the COMMBUYS landing page at www.COMMBUYS.com.
2. Select the first link titled REGISTER and complete registration. There is no cost.
3. PLEASE NOTE CHANGE: You must register on COMMBUYS and select the United Nations Standard Products and Services Code (UNSPSC) 00-00-00 for all Grants in the Commonwealth. If you have already registered, please make sure you add the UNSPSC code to your registration.
Once you have registered, OSD will be able to link your agency's contract to the registration, which will allow you to get direct receipt of electronic POs or quote requests from the system.
Please note: Applicants will be required to be specify an Administrator as part of the registration process. COMMBUYS will confirm that the Tax ID entered does not already exist in the system. If the Tax ID is already in use, you will need to follow-up within your own agency to a obtain access to COMMBUYS. More detailed instructions are provided in the job aid if this applies to your agency.

This is a competitive grant. This grant is open to all vendors that are able to demonstrate through the submission of a successful grant application that they are able to meet the priorities and required services as outlined in this grant application. Application Submission Information
In accordance with the submission requirements detailed below, all required documents, including the online application, budget workbook, narrative questions, attachments, and fiscal forms must be received at EEC’s Central Office by 4:00 PM on March 31, 2016. Grant applications will NOT be accepted after 4:00 PM on March 31, 2016.
To complete and submit the online portion of the grant application, please register with COMMBUYS and view the Grant Application where the link to the Online Application is located.
- Grant Applications will be considered incomplete if all the sections of the hard copies and online copies are not received by the submission deadline. Grant Applications will be considered incomplete if they do not have a submission date and time at the top of each page.
EEC will disqualify any incomplete grant applications from consideration/review.
