Grant Description & Purpose

EEC is pleased to announce the FY2016 Early Childhood Special Education Entitlement (ECSE) Grant, Fund Code (262).

The Early Childhood Special Education Entitlement (ECSE) Grant provides funds to school districts and charter school districts to ensure that eligible 3, 4, and 5 year-old children will receive developmentally appropriate special education and related services designed to meet their individual needs in accordance with the Individuals with Disabilities Education Act - 2004 (IDEA-2004) and Massachusetts Special Education laws and regulations.

EEC will accept Grant Applications beginning August 24, 2015.  Grant implementation will not begin until September 1, 2015.  Please note that grant applications cannot be approved unless EEC has all grant requirements submitted.  The hard copies must have a SUBMISSION DATE AND TIME at the top of each page of the PDF.

Eligible Applicants

Early Childhood Special Education Entitlement Grant (Fund Code 262) funds are awarded to public school districts with approved program plans for special education based on a federal formula as required by Part B of Section 619 of the Individuals with Disabilities Education Act (IDEA).

A list of eligible Local Education Agencies (LEAs) and their entitlements is provided in Appendix B: Early Childhood Special Education Entitlement Amounts.

Timeline

  • Grant Posting:  August 24, 2015
  • Grant Application Due Date: A rolling submission period has been established, but the suggested due date is Friday, August 28, 2015.       
  • Project Duration:  September 1, 2015 - August 31, 2016

Note: Applications submitted or approved after September 1, 2015 can legally claim expenses to the grant only from the date of final Department approval. Therefore, it is important to have district contact staff who can be reached in August to respond to questions, as needed.

In accordance with the submission requirements detailed below, all required documents must be received at EEC’s Central Office in order for a grant application to be considered complete.  The hard copies of the PDF must have a SUBMISSION DATE AND TIME at the top of each page.

An email should be sent to EEC via the following e-mail address:  EECSubmission@massmail.state.ma.us.  Please include the following subject line in the email that includes the name of the grant you are applying for and the name of the school district. For example: “FY2016 262 Grant Online Submission Confirmation-School District Name

To be mailed:

One (1) original (all signatures must be in blue ink) and one (1) copy of these documents. The hard copies of the PDF must have a SUBMISSION DATE AND TIME at the top of each page. FY2016 Fund Code 262 Online Grant Application (PDF) which includes:

MA Standard Administrative Forms (Part V)

Applicants must also complete and mail one original packet of the following forms with their Grant Application response (unless these documents  are current and on file with the Commonwealth of MA)

Please note it is the responsibility of each grantee to ensure that EEC has the most current administrative forms on record. In the event that the legal address information on the Fund Code 262 cover page is not displayed or requires revisions, school districts must submit the MA Standard Administrative Forms documents listed above.

Request for Funds Form (Part VI)

Applicants must complete and mail their first Request for Funds (RFF) form with the original grant application packet. Request for funding that represents a two (2) month allotments should be requested. All sections in the RFF must be completed and signed by the Authorized Signatory.  EEC will only process signed original RFFs.

School Districts are strongly encouraged to submit grant applications by the suggested due date to ensure effective financial planning and liquidation of these federal funds.

Any school district that has elected to forfeit their FY 2016 Early Childhood Special Education Entitlement Funds must notify EEC in writing, please see Appendix F for FY 2016 ECSE Notification of Forfeiture.
