Grant Description & Purpose

EEC is pleased to announce the FY2017 Early Childhood Special Education Entitlement (ECSE) Grant, Fund Code (262).

The Early Childhood Special Education Entitlement (ECSE) Grant provides funds to school districts and charter school districts to ensure that eligible 3, 4, and 5 year-old children will receive developmentally appropriate special education and related services designed to meet their individual needs in accordance with the Individuals with Disabilities Education Act - 2004 (IDEA-2004) and Massachusetts Special Education laws and regulations.

Eligible Applicants

Early Childhood Special Education Entitlement Grant (Fund Code 262) funds are awarded to public school districts with approved program plans for special education based on a federal formula as required by Part B of Section 619 of the Individuals with Disabilities Education Act (IDEA).

A list of eligible Local Education Agencies (LEAs) and their entitlements is provided in Appendix B: Early Childhood Special Education Eligibility Amounts.

Timeline

Grant Posting:  August 10, 2016

EEC will accept ECSE Grant Applications beginning August 10, 2016 and will be reviewed and approved in the order in which the complete grant application is received.

Grant Application Due Date: A rolling submission period has been established, but the preferred due date is, August 24, 2016.    

Project Duration:  September 1, 2016 - August 31, 2017

  • Grant Applications received by August 24, 2016 at 4:00 PM will have a start date of September 1, 2016. Grant Applications received after August 24, 2016 will have a start date of the approval date.
  • Applications submitted or approved after September 1, 2016 can legally claim expenses to the grant only from the date of final Department approval. Therefore, it is important to have district contact staff who can be reached in August to respond to questions, as needed.

Grant Application Submission Information

In accordance with the submission requirements detailed below, all required documents must be received at EEC’s Central Office in order for a grant application to be considered complete.  

Submit using the Fund Code 262 Online Grant Application Portal.

The online portion of the Grant Application must be completed and submitted online, then printed as a PDF document.  It includes the following five (5) parts:

  • Contact Information (Part 1)
  • 262 Schedule A - Consolidated Assignments (Part 2) Complete, if applicable otherwise leave blank
  •  Budget Detail and Narrative (Part 3)
  • Checklist (Part 4)
  • Cover Page (Part 5)

The PDF document must have a SUBMISSION DATE AND TIME at the top of each page.

To ensure that the PDF document has a printed SUBMISSION DATE and TIME, click the Submit button followed by the Print Summary button.

To confirm the completion the online portion of this Grant Application:

FY 2017 ECSE grantees, please send notification of completion of your online portion of the grant submission to EECSubmission@massmail.state.ma.us please include the Fund Code 262 and the School District Name in the Subject Line as follows:  "FY17 262 Grant Online Submission Confirmation  - SCHOOL DISTRICT Name"

Also submit to EEC by mail:

One (1) original (all signatures must be in blue ink) and one (1) copy of the following documents must be submitted to EEC by mail:

1. The Grant Application PDF which includes:

  • Contact Information (Part 1)
  • 262 Schedule A - Consolidated Assignments (Part 2) One (1) Original Signed by all participating LEAs (if applicable)
  • Budget Detail and Narrative (Part 3)
  • Checklist (Part 4)
  • Cover Page (Part 5) One (1) Original Signed

2. MA Standard Administrative Forms (Part 6) 

Applicants must also complete and mail one original packet of the MA Standard Administrative Forms with their Grant Application response (unless applicant already has these documents on file with the Commonwealth of MA)
Please note is it the responsibility of the applicant to ensure that EEC has the most current Administrative forms on record. Please submit any of the following forms below if there have been any changes to the information (address or New Superintendent).

3. Request for Funds Form (Part 7)

Applicants must complete and mail their first Request for Funds (RFF) form with the original grant application packet. Request for funding that represents a two (2) month allotments should be requested. All sections in the RFF must be completed and signed by the Authorized Signatory. EEC will only process signed original RFFs received via mail.

Grant Applications are considered complete upon EEC receipt of the online submitted portion AND the mailed hard copy signed by the Authorized Signatory. The PDF with the submission date and time displayed at the top of each page must be submitted on the signed, hard copy.

School Districts are strongly encouraged to submit grant applications by the suggested due date to ensure effective financial planning and liquidation of these federal funds.

Any school district that has elected to forfeit their FY 2017 Early Childhood Special Education Entitlement funding must notify EEC in writing, please see Appendix F for FY 2017 ECSE Notification of Forfeiture.
