Grant Description & Purpose

EEC is pleased to announce the FY2018 Early Childhood Special Education (ECSE) Grant, (Fund Code 262).

The Early Childhood Special Education (ECSE) Grant provides funds to school districts and charter school districts to build capacity and to ensure that eligible 3, 4, and 5 year-old children with disabilities are appropriately identified and receive developmentally-appropriate, special education and related services designed to meet their individual needs, in least restrictive environments (LRE).

School Districts and Charter School Districts are required to ensure that children aged 3 through 5 with disabilities, who need special education and related services, receive these services through a free and appropriate public education (FAPE), in accordance with the Individuals with Disabilities Education Act - 2004 (IDEA-2004) and Massachusetts Special Education laws and regulations.

Eligible Applicants

The ECSE Grant (Fund Code 262) funds are awarded to public school districts and charter school districts with Special Education Program Plan approved by the Massachusetts Department of Elementary and Secondary Education.

Project Duration September 1, 2017 - August 31, 2018

Funding

These early childhood special education entitlement funds are allocated based on a federal formula as required by Part B of Section 619 of the Individuals with Disabilities Education Act (IDEA). A list of eligible Local Education Agencies (LEAs) and their entitlements is provided in Appendix B: Early Childhood Special Education Eligibility Amounts.

Timeline

Grant Posting: August 15, 2017

Grant Application Due Date:A rolling submission period has been established.

  • The preferred due date is August 28, 2017.        
  • EEC will accept FY18 ECSE Grant Applications beginning August 15, 2017.  Applications will be reviewed and approved in the order in which they are received.

Grant Application Submission Information

  • Complete Grant Applications received by August 28, 2017 at 3:00 PM will have a start date of September 1, 2017.
  • Grant Applications received after August 28, 2017 can legally claim expenses to the grant only from the date of final EEC Department approval.

A FY18 ECSE Grant Application is considered COMPLETE upon EEC’s receipt of the following required documents at the EEC Central Office (Boston), in accordance with the submission requirements detailed below.

  1. The FY18 Grant Application submitted online via the FY18 Fund Code 262 Online Grant Application Portal;
  2. The entire FY18 ECSE Grant Application (PDF)  (1 original, signed by the Authorized Signatory) and 1 copy;
  3. Any new or updated MA Standard Administrative Forms (Originals); AND
  4. A Request for Funds (RFF) for the 1st initial payment, (1 original, signed by the Authorized e Authorized Signatory)

School Districts are encouraged to submit their FY18 ECSE grant applications by or before the suggested due date to ensure their effective, financial planning, and successful liquidation of these federal funds during the original designated project period.

Grant Submission Requirements

Submit using the Fund Code 262 Online Grant Application Portal

  1. The Online portion of the FY18 ECSE Grant Application must be completed and submitted online, then printed as a PDF document. The Grant Application PDF includes:
    • Contact Information (Part 1)
    • 262 Schedule A - Consolidated Assignments (Part 2) (completed as applicable)
    • Budget Detail and Narrative (Part 3)
    • Checklist (Part 4)
    • Cover Page (Part 5)

The FY18 ECSE Grant Application (PDF) must have a SUBMISSION DATE and TIME at the top of each page.

To ensure that the PDF document has a printed SUBMISSION DATE and TIME, click the Submit button followed by the Print Summary button.

  1. MA Standard Administrative Forms

It the responsibility of the applicant to ensure that EEC has the most current Administrative forms on record.

Applicants must complete and mail one original packet of the MA Standard Administrative Forms with their Grant Application response (unless applicants already has these documents on file with the Commonwealth of MA)

Please submit any of the following forms below if there have been any changes or to the information (such as Legal Address or New Superintendent).

  1. Request for Funds Form

Applicants must complete and mail their initial Request for Funds (RFF) form with their original grant application packet. Link: FY2018 Request for Funds Form  xlsx format of FY2018 Request for Funds Form

Request for funding that represents a least two (2) month allotments should be requested. All sections in the RFF must be completed and signed by the Authorized Signatory. EEC will only process signed original RFFs received via mail. Notification of Forfeiture: Any school district that has elected to forfeit their FY 2018 Early Childhood Special Education Entitlement funding must notify EEC in writing.
EEC is requesting the submission of such notification by or before October 31, 2017. Please see Appendix F: Forfeiture Notice  docx format of Forfeiture Notice
