FY2013 Early Childhood Special Education Allocation (Fund Code 262)

EEC is pleased to announce the FY2013 Early Childhood Special Education Allocation (ECSE) Fund Code (262)

The Early Childhood Special Education Allocation (ECSE) Grant provided funds to school districts and charter school districts to build capacity and to ensure that eligible 3, 4, and 5 year-old children with disabilities are appropriately identified as eligible for special education and receive developmentally appropriate special education and related services designed to meet their individual needs in accordance with the Individuals with Disabilities Education Act - 2004 (IDEA-2004) and Massachusetts Special Education laws and regulations. Fund Code 262 was formerly released as part of the Early Childhood Special Education Consolidated Grants Renewal package. For fiscal year 2013, Fund Code 262 and Fund Code 391 have been issued as separate grants applications (RFRs)

Responses to this Grant Application (RFR) are due to EEC by 4:00 PM on August 9, 2012. Please see the Grant Application (RFR) for a timeline of additional dates relevant to responding to this Grant Application (RFR).

 

Eligible Applicants

Early Childhood Special Education Allocation Grant (Fund Code 262) funds are awarded to public school districts with approved program plans for special education based on a federal formula as required by Part B of Section 619 of the Individuals with Disabilities Education Act (IDEA).

A list of eligible Local Education Agencies (LEAs) and their proposed allocations are provided in Appendix B: Early Childhood Special Education Allocation Amounts

In accordance with the submission requirements detailed below, all required documents must be received at EEC’s Central Office by 4:00 PM on August 9, 2012, in order to have funds available by September 1, 2012.

      • Preschool Rate Sheet or a Statement indicating that Preschool Fees are not collected
      • Preschool Outreach, Selection and Enrollment Procedures and Policies 
      • Early Childhood Special Education Transition Protocol or MOU: (if revised during SY 2011-2012)

 * The three (3) documents listed above must be uploaded as attachments (PDF or word) as Part VII of your Grant Application. Please see Appendix E below for a description of each document.

MA Standard Administrative Forms

Applicants must also complete and mail one original packet of the following forms with their Grant Application response (unless applicant these documents on currently on file with the Commonwealth of MA)

 

Please note it is the responsibility of each grantee to ensure that EEC has the most current administrative forms on record. In the event that the legal address information on the Fund Code 262 cover page is not displayed or requires revisions, school districts must submit the MA Standard Administrative Forms documents listed above.
