Grant Description & Purpose

EEC is pleased to announce the FY2018 Early Childhood Mental Health Consultation (ECMHC) Grant Application Request for Response (RFR). Through this renewal Grant Application, EEC may award grants to existing program grantees who will continue to provide early childhood mental health consultation services through a statewide system that supports the needs of programs[1], educators, children and families throughout the Commonwealth. Ultimately, EEC seeks to provide early childhood mental health consultation (ECMHC) services that  address the developmental, social and emotional, and behavioral challenges of infants and young children that will support healthy development, reduce the suspension and expulsion rate in early education and care settings, and promote school success. EEC is interested in enhancing access and opportunities for early childhood mental health consultations in high need communities where there are proportionately increased numbers of children identified with high needs.

Responses to this Grant Application (RFR) are due to EEC by 4:00 PM on May 11, 2017.

EEC reserves the right to adjust the timeframe laid out above.  It is the responsibility of the applicant to keep up to date on changes to this Grant Application by checking the EEC Website.

NOTE: EEC will disqualify any incomplete or late grant applications from consideration/review. Incomplete applications or applications received after the deadline will not be reviewed or considered for funding. Grant Applications will be considered incomplete if any of the sections of the hard copies and online copies are not received by the submission deadline. EEC reserves the right to review and/or fund an application submitted after the deadline where an emergency situation caused or contributed to the late submission.

Get Notified When Grants are Posted in COMMBUYS
A recent enhancement to COMMBUYS, the State's procurement system, enables registered organizations to receive email notifications of Grants* posted in the COMMBUYS Market Center.

To automatically receive these notifications, organizations need to establish a Vendor Profile in COMMBUYS - an action that takes a few minutes to complete and has no associated cost - and select the UNSPSC commodity code assigned to Grants (00-00-00).**

For Internet Explorer (IE) users, version 10 and under, changes may be needed to the browser setting. If you are unable to access COMMBUYS using IE, implement the following setting change:

  • Select Tools from the browser Toolbar, and choose Internet Options;
  • From the Advanced tab, scroll down toward the bottom and select Use TLS 1.2;
  • Click OK.

To establish a Vendor Profile in COMMBUYS:

*All state agencies are subject to 815 CMR 2.00, State Grants, Federal Grant Awards, Federal Subgrants, and Subsidies, as well as the Office of the Comptroller's policy on State Grants, Federal Sub-Grants and Subsidies, Departments must use COMMBUYS to publicly post the availability of a discretionary Grant or Grant Program and publish the results of grantee selections. Use of COMMBUYS to receive electronic quotes for grant opportunities is optional; however, state agencies are encouraged to require grantees to register and submit quotes (applications) through COMMBUYS, which provides a central repository for receipt of electronic applications. As more grantees use COMMBUYS to identify grant opportunities, they will have a single location to apply for grants from multiple state agencies, resulting in efficiencies for both the grantees and the state agencies. 

**This United Nations Standard Products and Services Code (UNSPSC) is specific to Massachusetts and COMMBUYS, so no information about the code will be available on UNSPSC websites. As this is a new feature, interested organizations also may wish to conduct additional searches to find Grants prior to this enhancement. Using the Advanced Search feature, enter the word "Grant" in the Bid Description field, or narrow searches by selecting specific agencies from the Organization drop-down menu.  

Eligible Applicants

This is a renewal grant. Only the agencies and programs that received Mental Health Consultation funding in FY 2017 are eligible to apply for the renewal grant funds.  Grantees must be in good standing with their current grant. Failure to satisfy the requirements of the FY2017 Mental Health Consultation Grant could make a grantee ineligible to receive FY2018 funding. Please note: If your application is selected for funding, EEC will e-mail an amended Standard Contract Form to the individual identified as the “Applicant Contact” on your original CFCE grant application. This Form will need to be printed, signed (in blue ink), and returned to EEC prior to the Grant start date. Directions on how to submit that signed form to EEC will be explained with the form.

[1] For the purposes of this grant, the term “programs” is defined as all types of programs in the mixed delivery system including independent and system-affiliated FCC providers, center-based and out-of-school time programs, Head Start /Early Head Start Programs, public preschool programs, public out-of-school programs, and private schools that serve children under the age of 14 years.
