Due to insufficient responses to the FY16 Inclusive Preschool Learning Environments open-competitive grant application, the Department of Early Education and Care (EEC) is rescinding the FY16 IPLE grant application. We will revisit the grant structure within the coming months with an eye toward creating a program that invites a wider and more complete range of responses. In the meanwhile, we are renewing the FY15 IPLE grantee contracts to provide program services in FY16 at the same funding level awarded in FY15.

Eligibility Requirements

Through this FY16 renewal Grant Application, only lead agencies or their sub-recipients that received IPLE grant funds in FY15 are eligible to apply for these funds, provided that the FY15 lead agencies or sub-recipients continue to meet eligibility requirements.

Below are the two steps that need to be completed in order to renew your grant:

  1. Complete and submit the online portion of the Grant Application (IPLE renewal). Please use this link to access the Online Application: http://www.eec.state.ma.us/GrantsOnlineFY2016/Grants391/

The online portion of the Grant Application includes the following information that must be submitted online and printed as a PDF document. Please note: A PDF document for everything but the required grant forms is created once an Applicant has clicked the Submit button of the Online Application.

    • Languages Spoken

By MAIL with one (1) original (all signatures must be in blue ink) and one (1) copy:

Please Note: The Required Grant Forms must be submitted as hard copies and submitted electronically via email, as these do NOT print as part of the PDF document. Grant applications will be considered incomplete if both hard copy and electronic copy are not received.

  • EEC will accept grant application starting June 30, 2015, Grant Applications will be reviewed and approved as received.
  • In the event that your agency or school district has elected not to submit a grant application for FY 2016 IPLE Renewal Grant, please notify EEC no later than August 19, 2015.
  • Grant spending cannot start until written approval from EEC has been received.
  1. Once EEC has received your grant application, grants management will send you the FY16 SCF that needs to be signed and returned for level funding for FY 2016.  Please sign and date your contract immediately and all contracts will begin on the date of EEC's signature and an end date June 30, 2016. You can choose to begin the FY16 IPLE 391 grant on any date between July 1, 2015 through September 1, 2015. 

PLEASE NOTE: The Standard Contract Form that was sent via email on June 29, 2015 is no longer valid and DOES NOT need to be completed. You will be receiving a new SCF once the grant application has been completed.
