EMB FY 2011-05
|Subject:||ARRA Preschool Child Care Education Program Update|
|Date Issued:||November 2, 2010|
|For Use By:||EEC Contracted Providers, Child Care Resource and Referral Agencies (CCR&Rs), and Head Start Programs|
|Synopsis:||Provides updated information on the Preschool Child Care Education Program dates for final enrollment.|
|Supersedes:||EMB FY2011-04 regarding access to the ARRA Preschool Child Care Education Program.|
The purpose of this Bulletin is to provide the date for closure of access to the ARRA Preschool Child Care Education (PSCCE) program and PSCCE Quality Add-on initiative for contracted providers. Please note that access for preschool children is open through income eligible vouchers and contract slots on a first come, first served basis from the wait list until further notice.
Access to ARRA PSCCE Program and PSCCE Quality Add-on Initiative
As you are aware, access to the ARRA PSCCE Program and PSCCE Quality Add-on Initiative is closed, as EEC has reached capacity for enrollment. However, income eligible access is open to preschool children. Access also remains open for all other age groups through income eligible vouchers and contracts.
Families who have received a funding availability letter dated on or before October 29, 2010 for a PSCCE or PSCCE Quality voucher or slot from a CCR&R or contracted program may continue with the enrollment process, but must be placed in a program with an enrollment date no later than Friday, November 26, 2010 for both vouchers and contracted slots.
Families who have received letters alerting them to the availability of a PSCCE or PSCCE Quality voucher or contracted slot have 15 days to schedule an appointment with the CCR&R or contracted provider. Families within the 15 days to schedule an appointment may continue to do so. Enrollment for these families must be complete by November 26, 2010. Funding availability letters for PSCCE or PSCCE Quality vouchers or contracted slots must no longer be issued as of October 29, 2010.
Contracted providers and CCR&Rs who have enrolled new children off of the EEC waitlist into PSCCE or PSCCE Quality must enter children into eCCIMS or CCIMS daily to ensure that EEC maintains an accurate count of children enrolled into these initiatives. Please note that EEC will be closely monitoring enrollment and reserves the right to immediately suspend all PSCCE enrollment as necessary.
Due to overwhelming demand for the PSCCE and PSCCE Quality Add-on Initiative, programs may not enroll a new child if a currently enrolled PSCCE or PSCCE Quality child leaves their program. Additionally, EEC is unable to accept requests for exceptions to the enrollment closure.
