EEC is introducing a new cloud-based licensing database known as the Licensing Education Analytic Database, or "LEAD". LEAD is designed to serve as the platform for all licensing transactions and house all licensing related data and information. The LEAD system will be rolled out in phases, and when fully implemented, LEAD will serve as a single platform for all licensing transactions, and will allow providers to apply for licenses and complete licensing transactions online. Phase One of the LEAD roll-out occurred on June 22, 2016.
In the first phase of implementation, the LEAD "provider portal" will allow licensees to view and submit responses to statements of non-compliance, file their quarterly restraint reports (for Residential Programs and Adoption/Foster Care Placement Agencies only), file incident reports, and file illness/injury reports (available to licensed Group and School Age Child Care programs only). If you are an EEC-licensed provider of any program type and would like to use LEAD for any of these functions, please contact your licensor to set up a new user account and obtain a login and password.

The LEAD system is housed online and requires a web browser and internet connection to login. There are two websites for logging into LEAD - one for EEC-licensed providers and one for EEC licensors/ EEC staff.
