Special Commission on Interstate Reciprocity Agreements

The Special Commission on Interstate Reciprocity was charged by the legislature with examining interstate reciprocity agreements that authorize an accredited, degree-granting institution of higher education located in the Commonwealth to voluntarily participate in an agreement to provide distance learning programs to students in other states.  The Special Commission intends to use this meeting to gather public testimony about interstate reciprocity agreements from interested parties.

  • Oral comments. There are two options for requesting to make oral comments at this meeting:
    • First, such a request can be made in advance of the meeting by email to Katherine Lipper, General Counsel of the Executive Office of Education, at katherine.lipper@state.ma.us.  Requests must be received by Monday, September 12, at 1:00pm.  The email should include the name of the person interested in providing oral testimony, title, organization/affiliation, contact information, and a brief summary of the principal points to be made during the presentation.  All individuals submitting an advance request in accordance with this notice will be afforded an opportunity to speak.  Any time limits for comments will be communicated to each registered speaker no later than Tuesday, September 13.  The Commission reserves the right to organize registered speakers into panels or to ask registered speakers who share a common interest and perspective to coordinate representation among themselves.
    • Second, an individual may register to make an oral comment at the meeting location on September 14, from 12:00-12:30 p.m.  The requestor must provide his or her name, title, organization/affiliation, and contact information.  The Commission may be unable to accommodate these requests in light of time constraints, and time will be offered on a first-come, first-served basis.  If selected, the remarks of each speaker registering on the day of the meeting may not exceed three minutes.

Submission of written comments.Interested parties are encouraged to submit written testimony to the Special Commission.  These comments should be received by September 12 at 1:00 p.m. and can be submitted to Katherine Lipper, General Counsel at the Executive Office of Education, at katherine.lipper@state.ma.us.  The email should include the name(s), title, organization/affiliation, and contact information of the person(s) making the comment.

Regulation Review: Public Listening Sessions

Through Executive Order 562, Governor Charles D. Baker has ordered each state agency to review all regulations that fall under its jurisdiction in the Code of Massachusetts Regulations (CMR). State agencies and offices across the Commonwealth are coordinating and collaborating with one another during this process to identify and address regulations that are confusing, inconsistent, redundant, or unnecessary. As part of this Regulatory Reform initiative, the Executive Office of Education is scheduling Listening Sessions to provide the public with an opportunity to comment on any of the regulations under the jurisdiction.
