At its meeting held on April 8, 2014, the Board of Early Education and Care voted to direct the Department of Early Education and Care (EEC) to seek Public Comment regarding EEC's new Early Education and Out of School Time (EEOST) Capital Fund regulations 606 CMR 15.00.  These regulations provide for the "implementation, administration and enforcement" of the EEOST Capital Fund, a $45 million fund established by the Legislature and to be funded by bonds issued by the Commonwealth of Massachusetts.  The EEOST Capital Fund will make available grants to eligible Large Group and School Age Programs, including Out of School Time Programs, licensed by the Department of Early Education and Care (EEC) for the following purposes only: acquisition, design, construction, repair or renovation of eligible facilities.  Eligible facilities must be EEC licensed Large Group and School Age Programs, as defined by EEC regulations at 606 CMR 7.00, owned or leased by a non-profit corporation or an entity in which a non-profit corporation has a controlling ownership or management interest, and at least 25% of the slots in the facility shall serve low-income families eligible for public subsidy.  Eligible projects for such grants must be undertaken by eligible organizations, show that that the project benefits low-income children and the affected community, show a financial need for assistance in the form of such a grant, and show local support for the project. EEC will develop Program Guidelines that will set forth more detailed application criteria.
