On September 23, 2011, the National Oceanic and Atmospheric Administration's Office of Coastal and Ocean Management (OCRM) approved a routine program change to the Massachusetts Coastal Management Program pursuant to the Coastal Zone Management Act (16 U.S.C § 1451 et seq.), in accordance with regulations at 15 C.F.R. § 923.84. The approval went into effect when it was then noticed in the October 4 Environmental Monitor. The approved routine program change consists of formal adoption of the Massachusetts Ocean Management Plan and the Massachusetts Office of Coastal Zone Management Policy Guide - October 2011 (Policy Guide)—which replaces the May 2011 Policy Guide as the official statement of the Massachusetts coastal program policies and legal authorities, especially as they relate to the process of federal consistency review. Included in the revised Policy Guide are updates to the program policies, underlying legal authorities, and listed federal license or permit activities.
