Resource Management Plan

The Charles River Esplanade - New Basin Complex is located at the mouth of the Charles River in the municipalities of Boston and Cambridge. This designed landscape includes parkways, parks, historic structures, and natural areas along a three-mile-long portion of the Charles River Basin extending from the Boston University Bridge to the Boston Harbor. DCR facilities located in the North End and Charlestown are also included in this Complex.

The Charles River Esplanade is well known for its Independence Day celebrations at the Hatch Shell. DCR staff assigned to the Charles River Esplanade - New Basin Complex manage the Cambridge and Boston Esplanades, New Basin Parks, City Square Park, Memorial and Storrow Drives, two indoor skating rinks, two dams, and six pedestrian bridges connecting adjacent neighborhoods to the parks.  Eight boat houses, a yacht club, a food concession and the Museum of Science are operated by private organizations on DCR property within the Complex.  

Resource Management Plans (RMPs) are working documents that consider the past, present, and future of a property.  They draw on available sources of information to provide an inventory and assessment of existing conditions and activities, enabling the DCR to establish guidelines for future management. Results of this planning process include guidance for short and long-term management of properties, stewardship of cultural and natural resources, and identification of priorities for capital and operating budgets.

Public input is an important component of the RMP process. It enhances communication and cooperation among DCR, park visitors, stakeholders, partners, and the surrounding communities. On September 18, 2014, DCR hosted a public meeting to present an overview of, and invite public comments on, the contents and recommendations contained in a draft RMP for the Charles River Esplanade – New Basin Complex.  The draft RMP is available for viewing on the DCR website at Public Meeting Information and Materials and in hard copy at the Boston Public Library’s Central Library in Copley Square and West End Branch on Cambridge Street in Boston and the Cambridge Public Library’s Main Branch on Broadway in Cambridge.

Written comments on the draft plan may be submitted to DCR until October 31, 2014, either by e-mail to dcr.updates@state.ma.us (please note “Charles River Esplanade-New Basin RMP” in the subject line) or by U.S. mail to the Office of Public Outreach, Department of Conservation and Recreation, 251 Causeway Street, Suite 900, Boston, MA  02114.  Please note that public comments received by DCR may be posted in their entirety to the DCR website, and that no content, including personal information, will be redacted.  Questions about the RMP can be directed to the above-mentioned email or mailing address or to the DCR Updates phone line at 617-626-4974.
