Antlerless Deer Permit Overview
MassWildlife uses regulated hunting as the primary tool for managing the state’s white-tailed deer population.  The most effective way to manage the population is through the controlled harvest of antlerless deer - defined as "any deer, male or female, with antlers less than 3 inches in length."  Each year MassWildlife determines the number of antlerless deer permits to issue for each of its fifteen   Wildlife Management Zones (WMZ).  The female segment of the deer population is used for population management since with each female deer harvested, not only is the individual removed from the population but so too is that deer’s future reproductive potential.  Therefore, in regions of the state where there are high numbers of deer per square mile, a large number of antlerless deer permits are made available.  Conversely, in regions where there are relatively fewer deer (sometimes resulting from poor habitat quality), fewer antlerless deer permits are allocated for hunters. 

To harvest an antlerless deer in Massachusetts, a hunter must possess a valid hunting or sporting license as well as an Antlerless Deer Permit for the Wildlife Management Zone pdf format of Wildlife Management Zone Map
in which they intend to hunt. The Antlerless Deer Permit allows the harvest of ONE antlerless deer in the specified zone during any deer hunting season. Hunters must have an Antlerless Deer Permit in their possession while hunting.

There are two steps needed to obtain an Antlerless Deer Permit. Hunters must apply for a permit in the zone of their choosing by July 16. Then, during the Instant Award Period – August 1st through December 31st, hunters can try to win an Antlerless Deer Permit. Any surplus permits are also available in October.


Application Instructions
The deadline to apply for an Antlerless Deer Permit is July 16. There are no exceptions! Only one application per person is permitted, and there is no application fee.

If you are not sure you applied for an Antlerless Deer Permit, check either your Hunting/Sporting License or log into the MassFishHunt system and check your License Inventory.

If you have not yet applied, there are three ways in which a hunter may apply for an Antlerless Deer permit: 1) Log into the MassFishHunt system (see complete instructions below), 2) Visit a MassWildlife office , or 3) Visit a license agent location . Staff at these locations will access the MassFishHunt system on the customer’s behalf.

  1. Log into the MassFishHunt system with your last name and Customer ID
  2. Click the Enter Sales button at the bottom right of the screen
  3. Click Accept in the Customer Electronic Signature dialog box
  4. Choose Hunting Permits and Stamps from the main menu on the left
  5. Choose Add next to Antlerless Deer Permit Application
  6. Select the zone for which you wish to apply
  7. If you are finished making purchases, click Check Out to begin the check out process (There is no payment required for an Antlerless Deer Permit Application.)

Be sure to check back to see if you won a permit during the instant award period – August 1st through December 31st. (See instructions directly below)

Instant Award Instructions
Hunters who applied for an Antlerless Deer Permit by the July 16th deadline must return to the MassFishHunt system to try to win a permit. The instant award period begins August 1st at 8:00 A.M. and continues through December 31st.  This is NOT a first-come first-served system. The odds of winning an Antlerless Deer Permit during the instant award period are the same whether a customer tries to win in August, September, or any time before December 31st. Hunters have one chance to try for an instant award Antlerless Deer Permit.

There are three ways in which a hunter may participate and try to win a permit: 1) Log into the MassFishHunt system (see complete instructions below), 2) Visit a  MassWildlife office , or 3) Visit a license agent location . Staff at these locations will access the MassFishHunt system on the customer’s behalf.

Instant Award Antlerless Deer Permit instructions using the MassFishHunt online system

  1. Log into the MassFishHunt system with your last name and customer ID
  2. Click the Enter Sales button at the bottom right of the screen
  3. Click Accept in the Customer Electronic Signature dialog box
  4. Choose Hunting Permits and Stamps from the main menu on the left
  5. Choose Add next to Antlerless Deer Permit
  6. The zone for which you previously applied will appear on the next screen. Click Select to check whether an Antlerless Deer Permit has been won for that zone
  7. One of two messages will appear in the center of the screen indicating the Antlerless Deer Permit win/lose status:

“Congratulations! You have been awarded an Antlerless Deer Permit which has been placed in your shopping cart. Close this window and click check out to purchase it.”

Or

“Unfortunately you did not win this product.”

In the case of a “win,” an Antlerless Deer Permit will be placed in the shopping cart, and you may proceed to Check Out to complete the ($5.00) purchase. Antlerless Deer Permits will remain in the shopping cart until purchased or expired. Winning hunters are reminded to print their Antlerless Deer Permits upon completion of the transaction. All Antlerless Deer Permits expire on December 31st of the year issued. If you did not “win” a permit you do not have to take any further action.

Surplus Antlerless Deer Permit Sales
Sale of Surplus Antlerless Deer Permits by Wildlife Management Zone will be staggered over the following days in October:
• Zone 11 permits will go on sale on Tuesday, October 7, 2014 at 8 A.M.
• Zone 10 permits will go on sale on Wednesday, October 8, 2014 at 8 A.M.  
• Zone 13 and 14 permits will go on sale on Thursday, October 9, 2014 at 8 A.M.
 
Once on sale, permits will remain available until sold out in each Wildlife Management Zone. Hunters are reminded that they can only purchase permits through MassFishHunt, at authorized license vendor locations, or at a DFW office

*** Please note that Surplus Permit functionality has NOT yet been optimized for mobile devices.  Hunters must use desktop viewing mode on all computers and devices to purchase Surplus Antlerless Deer Permits.***

Surplus Antlerless Deer Permit instructions using the MassFishHunt online system

  1. Log into MassFishHunt system with your last name and customer ID
  2. Click the Enter Sales button at the bottom right of the screen
  3. Click Accept in the Customer Electronic Signature dialog box
  4. From the Main Menu, select SURPLUS DEER PERMITS
  5. Click Add next to 'Surplus Antlerless Deer Permit'
  6. Click Select next to the Zone for which you would like to purchase a surplus permit
  7. The permit will be placed in your shopping cart and you will receive a message that states:
    “This product will be removed from your cart unless the purchase is completed within fifteen (15) minutes.”
  8. Click OK to acknowledge this message
  9. If available, you may purchase additional permits for a different zone by repeating steps 4-8 above until all permits have been placed in your shopping cart.
  10. Click Check Out on the bottom right of the screen and proceed to check out.

Remember to print Surplus Antlerless Deer Permits upon completion of the transaction.
