DFW-2015-007: Data Entry and GIS Mapping for Biological Resources

The Natural Heritage & Endangered Species Program (NHESP) is seeking GIS mapping and data entry services to assist in rare species observation data entry and the delineation of polygons of rare species habitat on a species-by-species basis. Specifically, the services to be provided entail mapping and transcribing rare species observation information into the NHESP Biotics database, and implementing species-specific habitat mapping guidelines to map the perimeter of the likely extent of suitable habitat associated with documented occurrences of rare species.  The deliverables will be provided in digital form and will include information stored directly in Biotics, and delineated polygons and their associated attribute information for numerous specific rare species observation records.  The need for these services is expected to last approximately 3 months depending on the volume of specific observation records needing data entry and habitat delineation.

NHESP is seeking one or more individuals with strong biological backgrounds and habitat mapping experience.  Specifically, we are seeking a vendor with: 1) knowledge and experience in endangered species biology, and relevant field experience to be able to recognize different habitat types from aerial photographic imagery, 2) proficiency in Arc10, and 3) experience with biological data entry systems, preferably with NatureServe’s Biotics system.

DFW-2015-003:   Preparation of Piping Plover Statewide Habitat Conservation Plan and Associated Environmental Assessment

The Natural Heritage & Endangered Species Program of the Massachusetts Division of Fisheries & Wildlife (DFW) is soliciting bids for consulting services associated with the preparation of a Piping Plover Habitat Conservation Plan (HCP) and Environmental Assessment (EA) pursuant to Section 10 of the Endangered Species Act and the National Environmental Policy Act.  DFW is seeking bids from qualified vendors to (1) provide technical assistance and advice to DFW and stakeholders developing the draft HCP and EA; (2) in consultation with DFW staff, write the draft HCP and EA that will be submitted to USFWS and made available for public comment; (3) assist DFW in responding to comments and preparing the Final HCP and Incidental Take Permit application (ITP) for submission to USFWS.  DFW and the stakeholders have established a goal of submitting the draft HCP for public comment and associated EA by January 2015.  This schedule is subject to change based on a number of factors including the progression of prefiling consultations with the USFWS.
