The Massachusetts Department of Environmental Protection (MassDEP) Bureau of Air & Waste (BAW) protects public health and the environment by ensuring that discharges and emissions, solid and hazardous wastes, toxic chemical use, and the health risks associated with them are reduced to the maximum extent possible and, when pollution or waste cannot be prevented, they are safely and effectively controlled or managed. The bureau's Climate Strategies Group coordinates efforts to mitigate greenhouse gases (GHG), ranging from the implementation of Regional Greenhouse Gas Initiative (RGGI) regulations and programs, to working with all BAW divisions (described below), other MassDEP bureaus and Executive Office of Energy and Environmental Affairs (EEA) agencies on the development of policies and strategies to reduce GHG emissions from all sectors.

Air & Climate Division

This division monitors air quality and develops and implements plans, programs, and regulations for stationary, and mobile sources of air pollution to achieve clean air and mitigate climate change.  The division manages several programs:

Business Compliance Division

This division's mission is to ensure that all regulated businesses operate in a manner that protects the environment and human health. Tools such as certifications, permits, outreach, performance assessments and enforcement are used selectively to achieve the desired outcomes. Goals include holistic, multimedia approaches, greater involvement with MassDEP regional staff, customer orientation, efficiency, and effectiveness. The division manages several programs:

  • Recycling & Sustainable Materials
  • Solid Waste Management Facility Regulation & Permitting
  • Toxics Use Reduction (TURA)
  • Underground Storage Tank Program

Business Reporting, Data & Fiscal Operations

This division provides customer service and assistance to regulated facilities that file environmental certifications, manifests and notifications via eDEP online filing and other means; supports program staff who receive and process these filings; manages and tracks grants, appropriations, bonds and trust accounts that support BAW programs; and manages BAW data systems and integration to facilitate efficient, timely and accurate data collection, management and dissemination.
