Regional Greenhouse Gas Initiative (RGGI) carbon dioxide (CO2) offset allowances represent project-based greenhouse gas emissions reductions or carbon sequestration achieved outside of the capped electricity sector. Offsets provide compliance flexibility for regulated power plants and create significant environmental and economic co-benefits for project sponsors, including landfill operators or farmers. 

Massachusetts and other RGGI participating states currently allow regulated power plants to use a carefully chosen group of qualifying offsets to meet up to 3.3 percent of their CO2 compliance obligations. Learn more about the RGGI Offsets Application Process, which includes several steps.
