On August 23, 2017, the Department of Environmental Protection (MassDEP) issued a Final Phase II Acid Rain Permit to Footprint Power Salem Harbor Development LP for that company's proposed 630-megawatt, natural gas-fired electric generating facility now under construction near the former site of the Salem Harbor Station, a coal-fired power plant that has been demolished.

On March 13, 2017, MassDEP issued for public comment a Proposed CO2 Budget Emission Control Plan Approval and Draft Phase II Acid Rain Permit to Footprint Power Salem Harbor Development LP. 

On January 30, 2014, MassDEP issued a Air Quality Plan Approval and Prevention of Significant Deterioration (PSD) Permit to Footprint Power Salem Harbor Development LP.

MassDEP accepted public comments on the Footprint Power Salem Harbor Development LP proposal in fall 2013. A public hearing was held at the Bentley Elementary School in Salem on October 10 and the public comment period closed on November 1. The following documents were issued for public comment:
