$134,900 Amendment to Textron Systems/Mass. Military Reservation Resource Damages Settlement Restoration Plan Released for Public Comment

BOSTON - State and federal environmental officials have established a 60-day comment period concerning a proposed amendment to the 2010 Final Restoration Plan for the 2007 Textron Systems Corporation/Massachusetts Military Reservation (Textron/MMR) Natural Resource Damages (NRD) settlement. The amendment will modify the plan to provide $134,900 to complete Phase III of the Town of Sandwich's Comprehensive Water Resources Management Plan (CWRMP). The Massachusetts Military Reservation was renamed Joint Base Cape Cod in 2013.  

The amendment to the May 2010 Textron/MMR NRD Final Restoration Plan was prepared by the Massachusetts Department of Environmental Protection (MassDEP) on behalf of the Executive Office of Energy and Environmental Affairs (EEA), which is a member of the MMR Trustee Council. The MMR Trustee Council comprises the Commonwealth of Massachusetts, the U.S. Air Force and U.S. Army, the U.S. Department of the Interior, and the U.S. Department of Veterans Affairs.

In October 2007, state and federal trustees agreed to a $1.3 million NRD settlement with Textron, a defense contractor that had conducted weapons-testing in a section of MMR that constitutes a major groundwater recharge area for the Cape Cod aquifer. Contamination from this testing has impacted area groundwater sources.

The May 2010 Final Restoration Plan established the MMR Trustee Council's plan to restore, replace, or acquire the equivalent natural resources or natural resource services relating to groundwater that was damaged by Textron's release of hazardous materials at the J-Ranges on MMR.

In the 2010 final plan, the MMR Trustee Council approved $400,000 in funding for Phases I and II of the Town of Sandwich's CWRMP. The MMR Trustee Council also approved $371,800 in funding for the Upper Cape Regional Water Supply Cooperative's "Sagamore Lens Aquifer -Sustainable Management of Water Resources Plan."

The amendment is available for review at: http://www.cbuilding.org/textron_amendment. Hard copies are also available at the public libraries in Sandwich, Bourne, Falmouth, and Mashpee. Public comment will be accepted until Monday, November 25 at 4:30 p.m. Written comments can be sent to:

The MMR Trustee Council Cleanup Team will also hold a meeting on Wednesday, November 13, 2013 meeting at 6 p.m. at Camp Edwards, Building 1805 in Sandwich. At the meeting, MassDEP will present details about the proposed funding amendment, which will combine settlement funds and unspent monies from previous project phases. Sandwich's water resource management plan, as well as updates on the other NRD projects funded by the Textron settlement, will also be discussed. A summary of comments given at the meeting will be produced and all comments will be considered before a final decision is made.
