The Department of Environmental Protection (MassDEP) requires you, as the owner/operator of an Underground Storage Tank (UST) system, to submit a Compliance Certification every three years, midway between third-party inspections, to document that you are properly operating and maintaining your UST system. (specifically, 310 CMR 80.34), took effect on November 1, 2015. 

Please Note: The requirement that you obtain or renew a Certificate of Compliance (COC) allowing for your facility's participation in the UST Petroleum Product Cleanup (21J) Fund is a separate requirement administered by the Massachusetts Department of Revenue. 

Before Beginning Your Compliance Certification

  • Login to the UST data management system. If you are a new user, you will need to create an account first. See the Online Filing tab below for additional information and contacts for assistance.
  • Check the information currently on file for your facility and UST system, make any corrections or updates necessary, and answer any new questions. This is important because when you file a Compliance Certification online, you will be presented with a "smart form" that includes only those questions that apply to your facility based on the information provided in your registration.

Understanding that it may take some time for all UST facilities across Massachusetts to transition to the new online filing system, MassDEP will continue providing standard downloadable forms that you may complete and submit to satisfy your compliance obligations.     Every UST facility must certify its compliance with all applicable MassDEP requirements within 18 months of its most recent third-party inspection report submission.
