EEAC members guided the development of nation-leading energy efficiency plans by the state's investor-owned gas and electric utilities and energy providers, and will monitor implementation for the next several years.
The Green Communities Act of 2008 requires the state's 13 investor-owned electric and gas utilities (and the Cape Light Compact) to prepare energy efficiency plans that will "provide for the acquisition of all available energy efficiency and demand reduction resources that are cost effective or less expensive than supply."
The Department of Public Utilities appoints
Council members
, who serve for five-year terms. The Department of Energy Resources (DOER) Commissioner chairs the Council, which is also supported by DOER staff. Councilors represent a diverse array of important stakeholders, including the Associated Industries of Massachusetts, Environment Northeast, the Utility Workers Union of America, and residential energy consumers.
The Council's late 2009 approval of the utilities' efficiency plans came after 25 public meetings and thousands of work hours by Councilors and efficiency program administrators.
The plans set nation-leading three-year targets for electricity and natural gas savings, through a significant ramp up of public utility energy efficiency programs. Once implemented, they are projected to generate about $6 billion in customer savings over the lifetime of the energy efficiency measures installed in homes and businesses, from a planned investment of $2 billion. The plans are also expected to create or save nearly 4,000 jobs in Massachusetts, while increasing the gross state product by $89 billion over 15 years, according to a study by Environment Northeast (2009).
