Proposed regulation 225 CMR 19.00

Acting under statutory authority of Section 11I of Chapter 25A of the General Laws, DOER is proposing new regulations, 225 CMR 19—Energy Management Services (EMS) Contracts.

These new draft provisions provide:

  1. An expedited process to procure energy efficiency improvements for buildings and facilities, thereby saving them time and money in the procurement process,
  2. Improved clarity,
  3. The installation of “on-site electrical generation equipment” and,
  4. Incorporate best industry practices.

On December 20, 2013, the final amended regulation was published in the Massachusetts State Register. The amendments to portions of 225 CMR 10—Energy Management Services (EMS) Contracts, improved clarity, allowed for the installation of “on-site electrical generation equipment,” and incorporated best industry practices.”
