Competitive
This funding will accomplish three things. It will help cities and towns, with populations less than 35,000 residents, to reduce fossil fuel emissions in a sustainable manner, to reduce total energy use, and to improve energy efficiency in public buildings. It will also allow all 351 cities and towns to apply for technical assistance and deployment of the Energy Information Reporting System.

The remaining EECBG funding will also support the following for all 351 cities and towns, which requires no application:
- Energy Code training for all MA municipal building code officials
- Delivery of the Energy Information Reporting System, a tool for benchmarking energy consumption and identifying priority targets for efficiency investments
