Notice of Public Hearing

Pursuant to the provisions of M.G.L. c. 19A §6 and St. 1979 c. 393 §2 and in accordance with M.G.L. c. 30A, a public hearing will be held to discuss 651 C.M.R. 4.00: State Funded Nutrition Program for Elderly Persons.

The proposed change to the regulation recognizes that the Congregate and Home-Delivered Meals programs have moved away from the Sponsoring Agency system towards a more efficient system utilizing the services of local “Nutrition Projects”. As the system has evolved from the school-based Sponsoring Agencies to local Nutrition Projects, the regulation needs to be amended to reflect these changes. Instead of a school-based sponsoring system, spread across 68 schools, the Meals Program now utilizes the services of 28 Nutrition Projects which are able to provide year-round services that are tailored to the population served, including a greater ability to deliver home-based services to the increasing number of elders who need such meals. School systems may still contract with Nutrition Projects.
