EOEEA: Leading By Example

The Leading by Example Program was created by Executive Order No. 484, issued by Governor Deval Patrick on April 18, 2007 to help state agencies minimize the environmental impacts of their operations and activities and to promote innovative solutions to critical environmental problems.

This Executive Order, titled �Leading by Example � Clean Energy and Efficient Buildings,� sets aggressive targets for state facilities in greenhouse gas emission reductions, energy conservation and efficiency, renewable energy, green buildings, and water conservation. Additionally, the order establishes a Program Council to help provide direction and feedback to the Executive Offices of Energy and Environmental Affairs and Administration and Finance, the Program Co-Chairs

All State Agencies are required to submit an Agency Tracking Form for FY07. We have simplified the form from last year and are working to automate your utility tracking to save time and improve reporting.

Recent Leading By Example Initiatives

The Leading By Example program conducted a Bioheat (Biodiesel blends of heating oil) pilot program in FY07 with 4 state agencies. The results of the pilot are documented in a third party Bioheat Report by Aceti Associates and Industrial Economics. Executive Order No.484 requires that State agencies and colleges move to using Bioheat in their #2 heating oil applications where it is available. We have put together a Bioheat Fact Sheet to help answer any questions you may have about using Bioheat in your facilities.

The Executive Office of Energy and Environmental Affairs Leading by Example Program is pleased to announce the availability of Fiscal Year 2008 Pilot Project Program funds for Massachusetts State Agencies seeking to initiate innovative projects that incorporate sustainable products, practices and/or technologies into state government operations. This grant funding is open to all Massachusetts executive agencies, including state colleges and universities. Please download the Pilot Project Preliminary Application Form (PDF), MS Word and return the application to the designated contact by Friday, November 2nd, 2007. Please note that this preliminary application requests basic information about a proposal, following which applicants may be requested to provide additional follow-up information.

The 2007 Leading by Example Awards will be handed out on October 25th at a State House Ceremony. Applications are due October 11, 2007. Click here to download the application information and form.

A Renewable Energy Funding guide for state agencies has been developed by an inter-agency task force and the Mass. Technology Collaborative. This guidance outlines the specific process through which executive agencies, including colleges, universities, courts and county offices, must apply for renewable energy project grants for installations over 10 kW. Co-Chaired by EOEA and DCAM, the Massachusetts Sustainable Design Rountable has released its final report in October, 2006. "Leading by Example: An Action Plan for Green Buildings in Massachusetts State Construction Projects" makes the case for building green and establishes minimum green building standards for all major state government construction projects.

All State Agencies are invited to apply for project funding using our FY07 Pilot Project Grant Application Form. A completed Agency Tracking Form for FY06 is required to receive funding.

All agencies and authorities interested in assessing their facilities for possible Solar Photovoltaic Installations are recommended to download and use the new Leading By Example Solar PV Site Selection Survey and submit it to the Division of Energy Resources.

The State Sustainability Planning and Implementation Guide is a comprehensive guidance document written by the State Sustainability Council in collaboration with Program staff, which has been released in April 2004. The Guide is designed to:

To fulfill the requirements of Executive Order No. 438, agencies are expected to submit sustainability plans to the Sustainability Coordinating Council. Click here to view the Agency Plan submittals.

To help prepare sustainability plans, the Council and program staff have prepared a sustainability plan template, which can be down loaded here. Agencies should also refer to the Agency Sustainability Planning and Implementation Guide to assist them with their planning process and obtain concrete suggestions on sustainability strategies they may want to employ.

Sustainability Plans are due February 25th for all executive agencies and authorities and April 22nd for all state colleges and universities. Please see the notice under what's new for a sustainability plan training session for higher education institutions.

The State Sustainability Program and Council have completed a greenhouse gas inventory for Massachusetts state government operations using energy consumption data from state government activities from fiscal year 2002. The Inventory provides a useful baseline which allows the Program to monitor statewide progress in meeting the GHG emissions reductions goals outlined in the New England Governors and Eastern Canadian Premiers Climate Change Action Plan and the State Sustainability Planning and Implementation Plan.

In FY03 the State Sustainability Program contracted with several recycling services consultants to conduct site visits and make recommendations for increasing recycling and decreasing solid waste costs at a variety of state facilities, including college campuses, state hospitals, and Logan airport.
