Massachusetts Advanced Biofuels Task Force
The Governor, Senate President, and Speaker of the House created the Massachusetts Advanced Biofuels Task Force to study
and make recommendations for legislation, regulations and other programs to promote the development of an advanced biofuels
industry in the Commonwealth. The task force shall develop a strategic framework to accelerate the development and deployment
of commercially viable advanced biofuels, and facilitate expansive biofuel research throughout the Commonwealth.
This strategic framework shall include, but shall not be limited to, the following:
- promoting infrastructure for cellulosic feedstock delivery to processing plants and for the distribution of ethanol
and other advanced biofuels to motor fuel distributors;
- developing a regulatory and legislative framework to expedite siting and permitting of advanced biofuels manufacturing
or distribution facilities within the Commonwealth;
- analyzing the energy and environmental lifecycle of advanced biofuels;
- fostering the development of a market for energy crops;
- tax incentives and research grants to identify and promote the development of domestic feedstocks and technologies
necessary to manufacture advanced biofuels in the commonwealth, and
- regulatory and legislative actions intended to promote increased reliance on ethanol and other advanced biofuels as an
ingredient for fuel in Massachusetts.

Testimony may be presented orally or in writing at the public hearings. Opportunity to sign up for 3-minute presentations will
occur at the hearing. Written comments will be accepted both before and after the hearings, but should be submitted no later than
Friday, March 14.
